About The Position

The Senior Business Systems Analyst conducts project initiation and requirements activities for new computer applications and enhancements to existing applications. The analyst works with business and Information Systems staff to identify needs and produce clear, complete, SDLC-compliant requirements documentation within established timelines and agency guidelines. The role may also help develop standard processes and reusable documentation templates as directed by project leadership. The analyst represents business needs in application design and development Scrum meetings, writes and executes system test plans, and performs manual testing of web applications. The role documents defects with enough detail for developers to reproduce and resolve them, and assists with creating user testing scripts for User Acceptance Testing.

Requirements

At least 8 years of experience in business and systems analysis, requirements documentation, the system development life cycle, and agile application development methodologies such as Scrum.
At least 8 years of experience defining and documenting user requirements from multiple sources and preparing complex documents for business users and developers.
At least 8 years of experience supporting application development, maintenance, and implementation; systems analysis and design; and business process improvement.
At least 8 years of experience defining and documenting business processes and mapping or developing processes in a new system.
At least 8 years of experience testing complex systems to determine whether business needs are met.
Experience manually testing web applications.
Ability to write and execute test plans and scripts according to identified standards.
At least 8 years of experience conducting meetings and documenting project decisions.
Ability to identify and document bugs or insufficiencies in a web application.
Ability to participate successfully in a development team, foster a team environment, and communicate effectively orally and in writing.

Nice To Haves

At least 2 years of familiarity with web application software development projects using .Net.
At least 2 years of familiarity with documenting requirements in Microsoft Team Foundation Server.

Responsibilities

Conduct project initiation activities to identify problems, objectives, and issues to address during requirements definition.
Elicit and document requirements for new applications and enhancements to existing applications.
Work with business and Information Systems staff to prepare SDLC-compliant requirements documentation within established timelines.
Ensure requirements are clear, concise, complete, and consistent with agency guidelines and standards.
Assist with developing processes and templates for standard, usable, repeatable documentation.
Attend application design and development Scrum meetings to represent business needs and requirements.
Write and execute system test plans to verify that systems meet documented requirements.
Manually test web applications and verify successful completion of test plans.
Create test plans to confirm applications meet requirements and design specifications.
Document application bugs and insufficiencies with sufficient detail for developers to reproduce and correct them.
Assist in developing user testing scripts for User Acceptance Testing.
Define and document business processes, including mapping or developing processes in a new system.
Conduct meetings and document project decisions.
