About The Position

Conducts assigned field inspections of units participating in the Housing Choice Voucher program to determine and document compliance with HUD Housing Quality Standards (HQS), NSPIRE-V protocols where adopted, and agency procedures. Supports safe and compliant housing by producing accurate inspection results, complete documentation, and timely field execution. Inspects units, identifies and documents deficiencies, records verified results for supervisory review, and hands off information to post-inspection functions. Inspection activity supports leasing and continued-assistance decisions and must be consistent with HUD requirements, the Administrative Plan, and approved agency procedures. Under the direction of the Supervisor, Field Inspection, Field Operations, the Inspector conducts initial, annual, complaint, emergency, special, and other assigned inspections. The Inspector evaluates units against applicable standards, documents deficiencies and supporting evidence, communicates findings in the field, and enters results into agency systems accurately and promptly. Complex, disputed, safety-sensitive, suspected-fraud, or non-routine matters are escalated to the supervisor. The Inspector does not independently administer Holds & Abatements, establish cure deadlines, schedule reinspections outside the controlled workflow, authorize leasing or payment actions, make final case-disposition decisions, or perform central-office leasing determinations. Reinspections are performed only when assigned through the controlled workflow. The role has no supervisory authority and participates in required training, calibration, coaching, quality-control review, and peer knowledge-sharing. This is field-based work involving regular travel to occupied and vacant units, exposure to varied property conditions, and routine use of mobile inspection technology, with periodic office-based documentation and meetings. The work combines some sedentary office work with physical exertion and driving around Houston to inspect buildings and housing units. Travel may involve adverse weather and traffic, and the role involves contact with applicants, participants, landlords, the public, and other employees.
