About The Position

ECC is seeking a Quality Control Manager for a project in Sioux Falls, SD, focusing on liquid fuels maintenance (LFM) repairs for Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities. The Quality Control Manager will serve as the primary point of contact for all matters concerning the CQC Program, including formal client communications. This role requires ensuring work is performed in accordance with ECC's Quality Control Program, contract specifications, building codes, and national/local standards. The position involves actively promoting the safety program, implementing the Three-Phase Control Process, facilitating QC meetings, managing testing programs, inspecting materials, processing submittals, authoring quality documentation, managing RFIs, ensuring corrective actions are implemented and closed out, and initiating stop work orders when necessary. The role also includes managing project close-out activities and maintaining daily QC reports. The position is onsite at all times during construction.

Requirements

Ability to communicate in written and oral formats with diplomacy and tact.

Demonstrated success in teaching others quality concepts and requirements.
Successful leadership of subcontractors and project teams in support of quality endeavors.
Competent in using Microsoft Office products, email systems, and Windows.
Must possess a current Construction Quality Management (CQM) for Contractor’s certificate or the ability to obtain one within 60 days.
Attend professionally accredited QC management course (i.e. USACE or NAVFAC).
Five (5) years of work experience in a position directly related to fuels with two (2) years of experience as a Quality Control Manager within the last 10 years.
Must be able and willing to work on-site at project location with periodic travel home with project management approval.
A Bachelor’s degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science. Equivalent combination of education and experience may be substituted for this requirement under certain circumstances.

Nice To Haves

Master’s degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science.
Five (5) years of Quality Control experience.
Ten (10) years of Construction experience.
Previous success in working effectively in a dotted line reporting structure.
Familiarity with workplace health and safety concepts.
Applicable Certification in Quality.
Proven ability to use USACE Resident Management System (RMS).
OSHA 30 Hour Construction Certification.
First Aid and CPR Certification.
ACI Certification.
Prior experience with Federal Government DoD construction projects.

Responsibilities

Ensure work is performed in accordance with ECC Quality Control Program, the design, the contract specifications, pertinent building codes & practices as well as national and local standards.
Actively promote and support the safety program with subcontractors and project team members on a daily basis.
Ensure implementation of the Three-Phase Control Process in accordance with Company standards and contract requirements.
Facilitate QC meetings and document minutes.
Ensure the appropriate and required testing program is implemented; evaluate, review, monitor and document results.
Inspect and document the receipt of all materials to ensure compliance with contract documents.
Process submittals to ensure that they meet the contract and project requirements and are submitted to the client as required and in a timely matter.
Author quality related documentation (reports, logs, and records), completing required information for daily reports and client communications in a timely and accurate manner.
Author and log Requests for Information (RFIs).
Ensure implementation, documentation, and close-out of corrective actions.
Initiate stop work or re-work in coordination with the project team in circumstances where nonconformance to prescribed work methodologies occurs.
Manage effort to close out the project in a timely manner.
Maintain applicable documents and daily QC reports.
