About The Position

The Project Contracts Manager is responsible for managing all aspects of project contracts during the pre-construction phase, ensuring timely and efficient submission of essential documents, coordination of subcontractor agreements, procurement of materials and supplies, and compliance with project requirements. This role is critical in driving operational excellence and delivering projects on time and within budget. This position is located on Harmon Guam CCSL Site. Requirements

  • Bachelor’s degree in business administration, or a related field.
  • 5+ years of experience in senior management position, construction contracts management, procurement, or a related role.
  • Strong knowledge of planning, buyouts, and procurement processes.
  • Familiarity with construction safety, environmental, and quality control standards.
  • Excellent negotiation, communication, and organizational skills.
  • Strong attention to detail and ability to manage multiple priorities.
  • Ability to work with the customer, Govt facilities personnel as well as other govt departments (environmental, safety and mission assurance, propulsion etc) and follow established written procedures a must.
  • Adheres to the govt safety and personnel policies and standard operating procedures.

Nice To Haves

  • Experience with federal or government-funded projects.
  • Certification or credits in Construction Management (e.g., CCM, PMP) or Contract Management (e.g., NCMA CPCM).
  • Planning, financial management, budget preparation and reporting, field inspection, and multiple project coordination.
  • Strong verbal and written communication and teaming skills with the ability to handle multiple tasks are needed.
  • Must be able to work under pressure and understand the importance of completing tasks in a timely manner.
  • Should understand project management accounting.
  • Mentors and trains other employees as necessary.
  • May be required to work non-standard duty hours and weekends.
  • Performs other duties as assigned in support of the Facilities department.

Responsibilities

  • Oversee the development and submission of required pre-construction plans, including: Quality Control Plans, Safety Plans, Environmental Plans, Detailed Project Baseline Schedules.
  • Ensure compliance with client specifications, regulatory standards, and contractual requirements.
  • Perform and oversee major buyout efforts for subcontractors, ensuring competitive pricing and alignment with project objectives.
  • Negotiate subcontractor agreements, including scope of work, schedules, and cost terms.
  • Develop and maintain a database of qualified subcontractors and suppliers.
  • Manage the procurement of materials, supplies, and equipment needed for project execution.
  • Evaluate supplier proposals and select vendors based on quality, cost, and delivery timelines.
  • Ensure all procured items comply with project specifications and quality standards.
  • Work with supervisor to develop team to develop cost-effective strategies for project delivery for development of execution plan.
  • Monitor and control costs related to subcontractor agreements, materials, and equipment procurement.
  • Collaborate with estimators, schedulers, engineers, and other stakeholders to ensure alignment of pre-construction deliverables with project objectives.
  • Act as a point of contact for client and subcontractor inquiries regarding pre-construction submittals and procurement processes.
  • Maintain thorough records of contracts, submittals, procurement efforts, and correspondence.
  • Ensure all processes comply with company policies, safety protocols, and applicable laws and regulations.
