About The Position

Delta Landing is a 172-room emergency shelter program and a public/private partnership between Contra Costa Health Services, Health, Housing and Homeless Services Division, and Heluna Health. Our mission is to provide safe, interim housing with comprehensive services that support adults experiencing homelessness in securing permanent housing and ending their homelessness. We uphold the dignity of every individual and believe housing is a fundamental right, advanced through advocacy and collaboration. The Program Manager provides strategic leadership, operational oversight, and administrative direction for Delta Landing, a high-capacity emergency shelter system that may include multiple shelter components (e.g., adult shelter units and recuperative/respite services). This role operates at both a managerial and direct operational level, incorporating Program Coordinator responsibilities, including oversight of daily shelter operations, staffing coordination, service delivery, and program performance. The Program Manager ensures program effectiveness, regulatory compliance, and achievement of housing and service outcomes.

Requirements

  • Strong leadership and program management experience in homelessness, housing, or behavioral health services.
  • Demonstrated ability to manage large-scale, high-volume programs with multiple staff and service components.
  • Ability to function effectively in both strategic leadership and day-to-day operational roles.
  • Knowledge of Housing First, Trauma-Informed Care, Harm Reduction, and Coordinated Entry systems.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage competing priorities in a fast-paced, high-demand environment.
  • Excellent communication and interpersonal skills; ability to engage diverse stakeholders.
  • Knowledge of Contra Costa County systems of care preferred.
  • Proficiency in HMIS, Microsoft Office Suite, and reporting tools.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Bachelor’s Degree in Social Work, Public Health, Health Services Administration, Psychology, Counseling, or related field required.
  • Minimum of two (2) years of full-time experience in homeless services, including program management.
  • At least one (1) year supervising staff and overseeing housing or case management services.
  • Valid California Driver’s License, proof of insurance, and reliable transportation required.
  • Must meet agency driving requirements (clean driving record and minimum age of 21).
  • Successful completion of criminal background and fingerprint clearance.

Nice To Haves

  • Bilingual and bicultural (Spanish preferred).
  • Lived experience of homelessness and/or behavioral health systems.
  • Licensure or licensure-eligible (LCSW, MFT, or related).
  • Experience in Contra Costa County systems and provider network.
  • Experience with grant management, reporting, and compliance oversight.
  • Background in shelter operations, outreach, or clinical case management.
  • Associate’s degree or three (3) years of relevant experience may substitute for the Bachelor’s Degree.

Responsibilities

  • Provide overall leadership and management of Delta Landing operations, ensuring alignment with Housing First, trauma-informed care, harm reduction, and contractual requirements.
  • Oversee all administrative and operational functions, including staffing, service delivery, compliance, reporting, and quality assurance.
  • Ensure the program operates efficiently across all shelter components, maintaining a safe, clean, and client-centered environment.
  • Develop and implement program goals, performance metrics, and continuous quality improvement strategies.
  • Directly oversee and support daily operations, including shelter flow, bed utilization, intakes, and service coordination.
  • Ensure adherence to policies, procedures, and operational standards.
  • Lead full-cycle recruitment, hiring, onboarding, and retention of program staff.
  • Provide direct supervision to Site Supervisors, ensuring effective supervision cascades to frontline staff.
  • Supervise, train, and support Case Managers and program staff.
  • Develop and manage staff schedules, assignments, and caseload distribution.
  • Ensure adequate staffing coverage across all shifts and intervene directly in coverage gaps or operational needs.
  • Conduct performance evaluations, implement corrective actions, and provide ongoing coaching and professional development.
  • Foster a collaborative, trauma-informed, and team-oriented work environment.
  • Ensure delivery of high-quality, trauma-informed, and culturally responsive services across the program.
  • Facilitate and/or oversee multidisciplinary case conferences to ensure coordinated care planning.
  • Monitor and support staff in providing housing navigation, case management, and linkage to services.
  • Ensure appropriate linkage to housing, behavioral health, medical, and supportive services.
  • Collaborate with Coordinated Entry systems and County partners to support housing placements and service enrollment.
  • Monitor client engagement, service utilization, and housing outcomes to ensure program effectiveness.
  • Support Resident Council activities and promote resident engagement and feedback.
  • Ensure compliance with all federal, state, and local regulations, as well as contract and grant requirements.
  • Oversee data collection, quality assurance, and reporting processes (HMIS and other systems).
  • Ensure timely and accurate completion of intakes, service documentation, and program records.
  • Prepare and submit required reports (monthly, quarterly, semi-annual, and annual).
  • Conduct routine audits of client files, HMIS documentation, and program data to ensure accuracy and compliance.
  • Ensure adherence to confidentiality standards, including HIPAA compliance.
  • Support budget development and ongoing fiscal monitoring in collaboration with the Homeless Program Director.
  • Analyze program expenditures and ensure responsible use of funds.
  • Oversee procurement, inventory management, and coordination of program resources, including supplies, donations, and in-kind contributions.
  • Develop and maintain strong partnerships with community-based organizations, healthcare providers, behavioral health systems, and public agencies.
  • Represent the program in community meetings, stakeholder groups, and public forums.
  • Respond to community inquiries and provide program presentations as needed.
  • Coordinate with system partners to ensure integrated service delivery across the continuum of care.
  • Provide leadership during critical incidents, safety concerns, and complex client situations.
  • Support on-site crisis intervention and staff response as needed.
  • Participate in after-hours on-call rotation to respond to emergencies and operational needs.
  • Ensure staff training plans are implemented and aligned with program and regulatory requirements.
  • Monitor program performance and outcomes to ensure alignment with contract and funding requirements.
  • Support development and implementation of policies and procedures.
  • Perform other duties as assigned to support program success and organizational priorities.
