About The Position

Delta Landing is a 172-room emergency shelter program within Contra Costa Health Services Health, Housing and Homeless Services Division, in partnership with Heluna Health. Our mission is to provide safe, interim housing with comprehensive services that support adults experiencing homelessness in securing permanent housing and ending their homelessness. We uphold the dignity of every individual and believe housing is a fundamental right, advanced through advocacy, collaboration, and a Housing First approach. Relief Staff provide as-needed coverage across all shifts (day, swing, and graveyard) to ensure continuity of shelter operations. This position supports core program functions during staff absences, vacancies, or increased operational needs. Relief Staff must demonstrate flexibility, adaptability, and the ability to quickly integrate into varying team environments while maintaining program standards.

Requirements

  • Basic knowledge of homelessness and the complex needs of individuals experiencing housing instability, including behavioral health and substance use challenges.
  • Ability to work effectively with diverse populations, including individuals of varying cultural, linguistic, gender identity, and socioeconomic backgrounds.
  • Strong interpersonal and communication skills, with the ability to de-escalate conflict and maintain professional boundaries.
  • Ability to work independently and as part of a team in a fast-paced, high-demand environment.
  • Basic computer proficiency, including Microsoft Word, email, and data entry systems.
  • Ability to complete tasks in environments with frequent interruptions and high activity levels.
  • Ability to exercise sound judgment and remain calm in crisis situations.
  • CPR and First Aid certification required within 90 days of hire.
  • High School Diploma or GED required.
  • Minimum of one (1) year of experience working with vulnerable or special populations, including individuals experiencing homelessness.
  • Successful completion of criminal background and fingerprint clearance.

Nice To Haves

  • Bilingual and bicultural (Spanish preferred).
  • Lived experience of homelessness and/or behavioral health system involvement.
  • Experience in shelter operations, street outreach, or human services.
  • Familiarity with Contra Costa County resources and provider network.
  • Experience with documentation and basic reporting requirements.

Responsibilities

  • Provide supervision and support to adult residents in an emergency shelter, ensuring a safe, respectful, and structured environment.
  • Support continuous 24-hour facility operations by maintaining flexibility in scheduling and shift coverage as needed.
  • Support intake and screening processes, including gathering basic information and assisting with program entry procedures.
  • Assist with daily shelter operations, including meal coordination, bed assignments, and general program flow.
  • Monitor and support resident engagement activities that promote a healthy and community-oriented living environment.
  • Communicate effectively with residents, staff, management, and external partners, including law enforcement, as needed.
  • Complete required documentation, including incident reports, log entries, and basic service tracking.
  • Perform routine facility upkeep, including light housekeeping and maintaining cleanliness of indoor and outdoor spaces.
  • Conduct site walkthroughs as assigned to ensure safety, security, and compliance with program expectations.
  • Respond appropriately to emergencies, including medical, behavioral health, and safety incidents; follow established protocols and escalate concerns as needed.
  • Report unsafe or unusual conditions immediately to onsite leadership or on-call management.
  • Maintain appropriate program supply levels and report needs to supervisory staff.
  • Attend required trainings and meetings as assigned.
  • Perform other duties as required to support shelter operations.
