About The Position

The Program Manager (“PM”), Vessel Charters is responsible for the management and execution of the company’s long-term vessel charter programs. This role serves as the single point of accountability for chartered vessels throughout the life of the charter, ensuring contractual compliance, operational performance, financial control, and effective coordination across internal stakeholders and external vessel charterers. The PM oversees all charter-related planning, execution, and control activities, including contractual obligations, performance monitoring, cost management, reporting, and risk mitigation. This position works closely with Ocean Operations, Commercial, Legal, Finance, Technical, and Marine teams to ensure chartered vessels meet operational requirements and contractual expectations. This position requires a current U.S. Government security clearance and the ability to maintain that clearance for the duration of employment. Access to classified or sensitive information may be required in support of vessel charter and ocean operations programs.

Requirements

  • Bachelor of Science, Engineering, Business, or related degree.
  • Minimum 10-12 years of professional experience, with relevant experience in program management, maritime operations, vessel chartering, or logistics.
  • Strong understanding of long-term contractual structures and operational governance.
  • Demonstrated ability to manage complex, multi-year programs with internal and external stakeholders.
  • Excellent organizational, analytical, and communication skills.
  • Proficient in MS Office suite; familiar with financial or ERP tools (e.g., Deltek, Oracle) preferred.
  • Current U.S. Government security clearance required; must be able to maintain clearance for the duration of employment.

Responsibilities

  • Oversee and direct planning and execution of long-term vessel charter programs.
  • Manage charter-related budgets, forecasts, and cost tracking.
  • Partner with Finance to develop cost-to-complete and long-range financial projections.
  • Ensure accurate and timely reporting of charter costs, accruals, and financial impacts.
  • Oversee contractual deliverables and reporting requirements associated with charter agreements.
  • Ensure charter programs are delivered within contractual scope, schedule, cost, and performance requirements.
  • Serve as the primary point of contact for vessel owners and external charter counterparties.
  • Identify and manage program risks, dependencies, and critical path activities.
  • Utilize program management tools to monitor and report charter performance and facilitate decision-making.
  • Own and manage long-term charter agreements from contract execution through redelivery.
  • Interpret and operationalize charter party terms in partnership with Commercial and Legal teams.
  • Track charter milestones, options, extensions, and notice periods; proactively surface decision points.
  • Coordinate with Ocean Operations, Technical, and Marine teams to align vessel performance with charter requirements.
  • Monitor vessel availability, utilization, and performance metrics.
  • Facilitate resolution of issues related to off-hire events, performance deviations, or operational constraints.
