About The Position

The Montgomery County Library System (MCPL) is seeking a dynamic individual to serve as a Program Manager – Adult Services within the Central Programing Team. The primary role of this position is to manage systemwide programming for adults and older adults. The Program Manager – Adult Services must be someone who pays attention to detail and is able to manage and track multiple priorities on different timelines. An individual with an interest in outreach, who enjoys making connections small and large is desirable. Experience managing and balancing priorities for a budget is important. A can do, team-oriented attitude is necessary as the Central Programing Team works collaboratively and in step with branches. The salary range represents this position’s earning potential, with an anticipated hiring range of $76,742 to $113,260 based on the candidate’s qualifications and experience. Requirements

• Three years of professional library experience planning and organizing public or similar services for adults ages 18+.
• Graduation from an accredited college or university with a Bachelor's Degree.
• Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job related duties.

• Regular and substantial contact with others outside own workgroup. Contacts usually involve discussions related to policies and programs and may include proposal or grant writing, negotiation with vendors, etc.
• Handles sensitive, complex, and/or confidential information in the workplace.
• Grant proposal/grant writing experience.
• Experience using advanced communication platforms to provide guidance and training on the use of these platforms.

Responsibilities

• Manage systemwide programming (for adults and seniors) and special events.
• Lead program management responsibilities for a number of MCPL initiatives.
• Initiate and strengthen relationships with Federal, State, County and non-profit and private sector organizations.
• Strengthen the professional development of MCPL staff.
• Manage a budget to implement systemwide programs and special events and to enhance programs and initiatives.
• Develop guidelines, policies and procedures to implement programs, both virtually and in-person.
• Assign, manage and train staff to facilitate some systemwide programs and special events, implemented both virtually and in-person.
• Work closely with other MCPL units and branch staff to successfully market and deliver programs.
• Recommend the configuration and composition of MCPL Ad Hoc Working Groups/Committees to their Regional Manager.
• Manage the Ad Hoc Working Groups/Committees for Information Staff for Adult Services.
• Coordinate and facilitate the trainings/forums for Information Staff for Adult Services as well as other necessary training for staff to improve programming delivery.
• Assign work to staff and review completed assignments.
• Represent MCPL on committees and at meetings with Federal, State and County partners.
• Plan, implement, review and evaluate the diverse systemwide programming at MCPL for adults and seniors, including workshops, workforce programming, author talks, musical performances, lectures on various topics, makerspace programs, book discussions, conversation clubs, reading and writing programs, intergenerational programs, and programming on cultural, educational, music, health and wellness, crafts, celebrations of women’s and black history months, and other topics.
• Develop guidelines, practices, policies and procedures for MCPL branch staff to effectively execute and implement programming, both virtually and in-person.
• Develop, manage, and enhance community partnerships to ensure the success of programs.
• Coordinate, develop and implement special events and systemwide programs at MCPL, including workforce programming.
• Apply new technology in the implementation of systemwide programs and special events.
• Identify appropriate partners/providers to offer programs aligned with MCPL’s vision and mission.
• Assign staff members to participate and facilitate MCPL special events and some systemwide programs, implemented both virtually and in-person.
• Lead promotion and marketing of programs and special events through a variety of means (print and digital, including press releases), using contacts in Montgomery County Departments, Regional Services Centers, community partners and other venues.
• Assign MCPL staff to ensure program and special event logistics are effectively implemented.
• Evaluate customer feedback from adults and senior programs as well as from special events, and adjust program delivery accordingly.
• Submit grant proposals to enhance programming.
• Conduct research on potential award nominations for innovative programs and initiatives at MCPL.
• Develops objectives and general policies and procedures for a specific program or functional area of within general scope of established operational goals and plans.
• Exercises independent judgement in daily work; routine decisions do not require supervisory review.
• Provides work products and outcomes that are reviewed by the supervisor for overall results.
• Refers strategic or complex issues to the supervisor for guidance.
