About The Position

The primary purpose of the LISR Administrative Hearings Section is to provide fair and impartial administrative hearings on behalf of the Commissioner of Motor Vehicles in accordance with Chapter 20 of the North Carolina General Statutes (Article 9A and Article 13) and all applicable policies and procedures. As an Administrative Hearing Officer, he/she will schedule and make fair and impartial decisions to determine fault or neglect on behalf of the registered owner for having a lapse in coverage while maintaining a valid registration in STARS/LITES. As a hearing officer this employee will conduct fair and impartial hearings dealing with Safety Responsibility and will determine whether the driving privileges of the owners and/or operator of an uninsured motor vehicle involved in an accident should be revoked or reinstated when a hearing is requested. This position also aids the general public via telephone, ServiceNow, and email as well as consults with attorneys, subrogation and insurance company representatives concerning the adjudication of motor vehicle records for uninsured motorists involved in an accident while explaining policy and procedures and general statutes as it relates to Article 9A of the NC Motor Vehicle Laws. This position processes reinstatement of driving privileges and issues orders of suspension. This position also collects and deposits Liability Insurance Hearing Fees and Security Deposits.

Requirements

  • Bachelor’s degree from an appropriately accredited institution; or an equivalent combination of education and experience.
  • Experience delivering high-quality customer service to a diverse clientele by phone or in person.
  • Experience using Microsoft Office (Word, Excel, Outlook) and entering, retrieving, and analyzing data within mainframe and web-based systems.
  • Experience interpreting and applying statutes, administrative rules, and organizational policies to support fair and impartial decision-making.
  • Experience interpreting laws, rules, and regulations.
  • Experience working with internal staff and external partners, including DMV personnel, law enforcement agencies, and attorneys.
