Business Operations is a section of the North Carolina Division of Motor Vehicles (NCDMV) that operates under the umbrella of the North Carolina Department of Transportation (NC DOT). The primary purpose of Business Operations is to provide overall direction, leadership, oversight and control of the NCDMV annual Budget, enforcing motor vehicle laws, maintaining the integrity of official DMV records, and maintenance of all necessary supplies and inventory that is needed to operate the Division. The Quality Control Unit (QCU) is a unit within Business Operations that reviews all documentation supporting vehicle title and registration transactions performed by License Plate Agencies (LPAs), On-Line Dealers, and various sections/units with the Division of Motor Vehicles (DMV). The QCU ensures consistent conformance by the LPAs, On-Line Dealers, and DMV sections/units with all-pertinent statutes and organizational policies and procedures pertaining to the processing of title and registration transactions. The QCU has two (2) distinct functions: (1) To identify and document problems affecting quality by utilizing monitoring techniques which ensure that sufficient data is obtained for analysis to measure current performance and facilitate the reduction of error occurrence; (2) To resolve specific problems arising from individual title and registration transactions by identifying the problem, determining solution, and taking action to resolve the problem. These distinct functions also play a pivotal role during Accountability and Auditing investigations by performing systematic examination collected data and title work. The QC unit often collaborates with the Auditing Unit and serves as a foundation for broader audit investigations by providing necessary documentation, clarifying processes, and viewing compliance requirements. Their involvement ensures that external and internal audits are comprehensive and based on accurate findings and information. This position is responsible for ensuring compliance with Federal and State statutes, registration regulations, and DMV policies regarding the titling and registration of motor vehicles. The role requires inspecting and reviewing title and registration documents to ensure proper completion and fee collection, ensuring all documentation meets both State and Federal requirements.
