About The Position

The Department of Natural Resources (DNR), Division of Support Services, is recruiting for a full-time Procurement Specialist 2. Depending on qualifications and performance, advancement to the Procurement Specialist 3 level may be available through a training plan. Key responsibilities for this position include procurement/contract administration and property and inventory management. In addition to conducting procurement activities, this position will serve as the Department Property Officer. This position will work as part of a four-person team within a large department responsible for a wide variety of activities, projects, and programs. Core responsibilities include: Procurement activities for various types of goods and services. Contract administration for DNR contracts. Property and inventory management for DNR fixed assets statewide. Data entry in fixed asset management system. Provide fixed asset training to DNR personnel.

Requirements

  • Competencies in Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
  • Competencies in Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Competencies in Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Competencies in Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Any combination of education and/or experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications, or developing or approving a scope of work for professional services.
  • Competencies in Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Competencies in Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Competencies in Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Competencies in Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  • Any combination of education and/or professional level experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.
  • A list of three professional references with current contact information, one of which must be from a former or current supervisor.
  • A valid Driver’s License.
  • A copy of your last two performance appraisals (if you are a current or former State of Alaska employee) or two letters of recommendation from a former supervisor.
  • Must answer the Supplemental Questions.
  • If post-secondary education is required to meet the minimum qualifications, you must fill out the Education section of the application.
