About The Position

The Department of Natural Resources, Division of Mining, Land & Water, is recruiting for a Natural Resource Specialist 2 in Fairbanks. This position focuses on the technical review and adjudication of mining-related land use authorizations within the Application for Permits to Mine in Alaska (APMA) program and mineral land management tasks. This includes conducting detailed technical reviews of permit applications and reclamation plans to ensure they meet regulatory requirements and operational standards. The role involves drafting permit conditions and stipulations to minimize environmental impacts and ensure compliance, external relations by coordinating with permittees, agencies, and stakeholders, and providing information to the public. Conducting field inspections to ensure compliance with permits and reclamation plans is also a key responsibility. The specialist also contributes to the Statewide Mining Reclamation Bond pool and performs casefile management duties. This position supports the Department of Natural Resources' mission to develop, conserve, and enhance Alaska's natural resources for the benefit of all Alaskans, valuing responsible resource management and balancing economic development with environmental stewardship. Requirements

  • Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders.
  • Knowledge of the concepts, principles, theories, and methods related to rock mechanics; the exploration, excavation, extraction, processing, and transporting of mineral resources; and the conservation and development of mineral lands, materials, and deposits.
  • Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort, including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  • Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

  • Education in a natural resource field (such as forestry, geology, agronomy, and hydrology), public administration, planning, economics, cartography, or a closely related field and/or professional level experience in natural resource management.
  • Ability to walk over steep, uneven, rocky, and/or heavily vegetated terrain in highly variable weather conditions as required.
  • Comfortable traveling in small fixed- and rotary-winged aircraft and river boats, and operating off-road vehicles.
  • Possess a valid driver's license.
