About The Position

The Department of Natural Resources, Support Services Division, is recruiting for a Human Resource Technician 3 in Juneau. This position is in the Confidential Bargaining Unit at a range 15. This position is open to Alaska Residents only. In this role, you will serve as the working technical payroll resource for the DNR Payroll Team, ensuring that employees are paid accurately, on time, and in full compliance with state and federal law, Personnel Rules, and multiple collective bargaining agreements. Requirements

  • One year of journey technical level human resource experience. This is equivalent to a Human Resource Technician 2 with the State of Alaska or the equivalent elsewhere.
  • OR One year of technical level dispatching experience as an Alaska Marine Highway System Dispatcher with the State of Alaska.
  • OR Two years of postsecondary education (64 semester hours or 96 quarter hours equal 2 years) from an accredited college or university in any field.
  • OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and human resources experience at the journey technical level. This experience is equivalent to a Human Resource Technician 2 with the State of Alaska or the equivalent elsewhere.
  • OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and technical level dispatching experience. This experience is equivalent to an Alaska Marine Highway System Dispatcher with the State of Alaska.
  • Human resource work includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll, or employee or labor relations.

Responsibilities

  • Certifying and owning the full payroll cycle, including reviewing and certifying the accuracy and legality of a high volume of personnel actions across multiple bargaining units — including appointments, promotions, demotions, transfers, separations, acting status, return from leave without pay, longevity and merit increases, address changes, and more.
  • Auditing timesheets, calculating leave payoffs, correcting action-entry errors, and resolving pay discrepancies, serving as the technical quality-control point for work produced by subordinate staff.
  • Supervising, evaluating, and developing a staff of six HR Technicians, delegating workflow, setting priorities, and ensuring all payroll deadlines are consistently met across the department.
  • Performing and reviewing audits covering merit anniversary dates, leave without pay (LWOP) impacts, leave accruals, workers' compensation adjustments, PERS computations, and premium pay — and serving as the resource for lower-level staff on all audit types.
  • Providing authoritative guidance on personnel and payroll issues, drafting correspondence, negotiating overpayment repayment schedules, and helping resolve complaints with professionalism and discretion.
  • Contributing to standard operating procedures and training, serving as a resource to the payroll team and departmental administrative staff to help build a unit that is accurate, consistent, and resilient.
