About The Position

The Department of Transportation and Public Facilities (DOT&PF) is seeking a Procurement Specialist 3 to perform advanced-level construction-related procurement work for transportation infrastructure projects across Alaska. This position supports complex procurement actions involving Professional Services Agreements, contract development, alternate procurement methods, contract administration, and procurement compliance. Depending on the selected applicants location, this position can be filled in Fairbanks, Anchorage or Juneau.

Requirements

  • Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  • Equivalent to those typically gained by: Any combination of preparatory post-secondary education and/or professional level experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.

Nice To Haves

  • Level II or Level III State of Alaska Procurement Certification.
  • Certified Professional in Supply Management (CPSM) or Certified Public Procurement Officer (CPPO).
  • Training in Alternative Project Delivery (APD) methods and federal procurement compliance.

Responsibilities

  • Independently develop, review, and support formal procurement processes for Professional Services Agreements, construction contracts, and other complex transportation-related procurements.
  • Assist with contract amendments, procurement documentation, negotiations, non-standard contract terms, and compliance reviews to help ensure procurement actions meet state and federal requirements, DOT&PF policies, and the State Procurement Code.
  • Support alternate procurement methods such as Construction Manager/General Contractor, Indefinite Delivery/Indefinite Quantity, Progressive Design-Build, and Design-Build.
  • Research procurement requirements, draft solicitation and contract documents, coordinate with project managers, legal staff, and procurement leadership.
  • Help maintain accurate records for contract administration, audits, and reporting.
