This position oversees the administration, negotiation, and enforcement of complex airport concession agreements to ensure compliance with State statutes, Department regulations, Alaska International Airport System directives, airport policies and procedures, and Federal Aviation Administration requirements. Responsibilities include managing the research and processing of lease applications, presenting recommendations to the Lease Application Review Committee, and overseeing concession agreements through all stages of compliance monitoring, including notifications of provisional compliance, default conditions, methods of cure, and special payment arrangements. The position negotiates and reviews concession agreements, amendments, assignments, and related contractual documents while ensuring alignment with Airport Master Plan objectives, lease guidelines, rental structures, and management directives. The position serves as the Airport’s primary liaison with concession tenants and provides leadership in resolving complex contractual, operational, and tenant-relations issues. Duties include representing the concession leasing section in difficult contract disputes involving the State and tenants, disputes among tenants, and controversial matters involving terminal use, financial considerations, safety concerns, or political implications. The incumbent provides technical expertise in the preparation and review of concession leasing documents, including insurance requirements, interprets statutes and regulations for implementation into leasing processes, and offers guidance on agreements prepared by other Airport sections to ensure clear and enforceable contract language. This role also provides project management, fiscal oversight, and litigation support for Airport concession operations. Responsibilities include reviewing terminal and construction plans, building permits, and tenant improvement projects; negotiating and managing tenant relocations; and serving as the leasing team leader in the development and implementation of Tenant Design Standards and Sign Criteria. The position manages concession space utilization data and prepares reports for financial and operational planning purposes. In addition, the incumbent works closely with attorneys, governmental agencies, surveyors, appraisers, and the public to address complex issues such as bankruptcies, environmental concerns, and contract defaults, while maintaining liaison with the Attorney General’s Office, coordinating evidence gathering and contract history investigations, and providing testimony or expert interpretation during legal proceedings as necessary.
