About The Position

The Department of Transportation and Public Facilities (DOT&PF) is seeking a skilled Procurement Specialist 5 to lead construction-related procurement efforts for complex and high-profile transportation infrastructure projects across Alaska. This position provides leadership, oversight, and strategic procurement support to help ensure projects move forward in a consistent, compliant, and well-organized manner. Depending on the selected applicant's location, this position can be filled in Fairbanks, Anchorage, or Juneau.

Requirements

  • Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  • Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  • Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.
  • Possess a valid driver's license.

Responsibilities

  • Lead and manage construction-related procurement activities, including formal and informal procurements, Professional Services Agreements, term agreements, contract awards, and contract management.
  • Oversee alternate procurement methods such as Construction Manager/General Contractor, Indefinite Delivery/Indefinite Quantity, Progressive Design-Build, and Design-Build, while ensuring procurement actions comply with state and federal requirements, department policies, and the State Procurement Code.
  • Supervise procurement staff.
  • Support cross-regional project teams.
  • Provide guidance on procurement strategy.
  • Serve as a key resource for complex contracting questions, disputes, protests, and negotiations.
  • Work closely with project teams and executive leadership to support consistent, timely, and well-documented procurement actions for priority infrastructure projects.
