Principal Technical Program Manager

Oracle•Nashville, TN
•$91,000 - $209,500

About The Position

The Principal Technical Program Manager leads moderately complex to complex passive-material new product introduction (NPI) programs from intake through qualification, release, and lifecycle governance. The role translates technical and business requirements into executable plans and coordinates with Fiber Engineering while preserving engineering’s technical authority and the program manager’s ownership of program execution. The position establishes NPI intake and governance, runs recurring reviews, maintains integrated plans and decision records, and advances supplier qualification, capacity readiness, part governance, design standardization, and lifecycle management. It uses KPIs, dashboards, data analysis, retrospectives, and automation to improve material readiness, supplier resilience, data quality, and NPI cycle time. The role serves as a program-management liaison across engineering, supply chain, design, deployment, procurement, suppliers, and other OCI stakeholders. It aligns priorities, ownership, milestones, and decisions; escalates risks and blockers; and provides data-driven updates and recovery plans to managers and senior leadership. It also contributes to team development through interviewing, onboarding support, knowledge sharing, and reusable program-management standards and templates. The role is based in Nashville, Tennessee.

Responsibilities

  • Lead passive-material NPI programs from intake through qualification, release, and lifecycle governance, translating technical and business requirements into executable plans.
  • Partner with Fiber Engineering to define milestones, dependencies, qualification activities, readiness criteria, and decision points while maintaining the separation between program ownership and engineering technical authority.
  • Manage scope, schedules, risks, issues, decisions, and cross-team dependencies across new part creation, design standardization, supplier qualification, capacity planning, and NPI.
  • Drive closure of blockers and escalations by convening stakeholders and clarifying options, owners, and due dates.
  • Establish and maintain a consistent NPI intake and governance process for reviewing, prioritizing, tracking, and releasing passive-material requests.
  • Run recurring program reviews, qualification-status reviews, supplier-readiness reviews, risk-management cadences, and leadership updates.
  • Maintain integrated plans, decision records, status reports, action trackers, and lifecycle-change records.
  • Drive adoption of the NPI operating model and identify process gaps, bypasses, or unclear ownership that could create design, supply, or deployment risk.
  • Program-manage supplier onboarding and qualification, coordinating engineering evaluation, supplier deliverables, manufacturing-readiness milestones, and release dependencies.
  • Partner with Supply Chain on supplier-capacity and allocation planning, keeping qualification status, product capability, technical constraints, and roadmap inputs visible and current.
  • Track supplier coverage by part and identify risks involving qualified alternatives, manufacturing capacity, or geographic diversity; support supplier-readiness and capacity reviews.
  • Coordinate passive-part intake, OCI-controlled specification and drawing workflows, supplier validation, part release, and lifecycle governance.
  • Identify duplicate SKUs, non-standard BOM content, obsolete parts, and opportunities to reuse approved OCI designs before creating new products.
  • Partner with engineering and system/tool owners to improve part-catalog governance, approved-supplier data, and automation of part-creation and reporting workflows.
  • Track standardization and SKU-rationalization goals and communicate blockers requiring cross-functional decisions.
  • Define and maintain KPIs and dashboards for supplier coverage, NPI intake compliance, qualification cycle time, forecast-versus-use, excess material, and catalog/SKU health.
  • Analyze data to identify trends, gaps, and root causes affecting material readiness, supplier resilience, forecast confidence, or NPI cycle time.
  • Identify and prioritize automation opportunities that reduce manual reporting, improve data quality, and scale the NPI operating model.
  • Run retrospectives and continuous-improvement reviews and turn lessons learned into process improvements.
  • Act as a program-management liaison across Fiber Engineering, Supply Chain, Data Hall Design, HOM, DCBT/LVV deployment teams, Architecture, Procurement, suppliers, and other OCI stakeholders.
  • Align stakeholders on priorities, milestones, ownership boundaries, and decisions, and communicate changes to designs, parts, supplier readiness, or schedules.
  • Provide concise, data-driven updates to managers and senior leadership, surfacing risks, trade-offs, required decisions, and recovery plans.
  • Build working relationships across technical and operational teams to support global deployment scale without duplicating partner organizations’ execution ownership.
  • Manage multiple concurrent NPI initiatives and adjust plans as product, supplier, or deployment priorities change.
  • Analyze ambiguous program and data issues, identify root causes and options, and drive timely decisions or escalations with recommended mitigations.
  • Develop and implement scalable process improvements, governance mechanisms, dashboards, and automation to improve NPI speed, quality, data integrity, and stakeholder visibility.
  • Produce clear written and verbal updates that translate complex program status into decisions, risks, and actions.
  • Contribute to team growth through interviewing, onboarding support, knowledge sharing, and reusable program-management standards and templates.
