Principal Technical Program Manager

Microsoft•Redmond, WA

About The Position

Microsoft is hiring a Principal Technical Program Manager for Cloud Operations + Innovation (CO+I), the organization responsible for the cloud infrastructure that powers Microsoft online products and services. The role helps shape how Microsoft’s cloud is deployed and operated worldwide, with a focus on smart growth, operational efficiency, and delivering a trusted experience to customers and partners. The position addresses gaps between steady-state supply planning and rapidly changing operational realities. It develops data center strategies from problem definition through executive decision-making, translating infrastructure, technology, and business considerations into feasible options. The role also builds financially rigorous investment cases and turns approved strategies into executable programs, aligning cross-functional partners and influencing leaders to adopt new strategies and operating models. The role requires a bachelor's degree and at least six years of relevant experience, or equivalent experience, as well as at least three years managing cross-functional or cross-team projects. Preferred qualifications include more extensive program and supply-chain experience, familiarity with data center infrastructure and GPU/AI accelerator deployments, and advanced use of Microsoft 365 tools. The position requires passing the Microsoft Cloud Background Check upon hire or transfer and every two years thereafter.

Requirements

  • Bachelor's degree and 6+ years of experience in engineering, product or technical program management, data analysis, or product development, or equivalent experience.
  • 3+ years of experience managing cross-functional and/or cross-team projects.
  • Ability to meet Microsoft, customer, and/or government security screening requirements, including passing the Microsoft Cloud Background Check upon hire or transfer and every two years thereafter.

Nice To Haves

  • Bachelor's degree and 12+ years of experience in engineering, product or technical program management, data analysis, or product development, or equivalent experience.
  • 8+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year of experience reading and/or writing code, such as for sample documentation or product demos.
  • Master's degree in a related field such as Business, Engineering, Industrial Engineering, Supply Chain Management, Operations Management, or Supply Chain Analytics, and 6+ years of relevant supply planning, operations, supply chain, sourcing, or manufacturing experience, or equivalent experience.
  • Experience working with data center infrastructure and/or GPU/AI accelerator deployments.
  • Advanced proficiency in Excel, PowerPoint, and the broader Microsoft 365 suite, including Word, Teams, SharePoint, and Power BI, with the ability to build executive-ready models and presentations.
  • 4+ years of experience in forecasting, demand planning, supply planning, and/or Sales and Operations Planning.
  • 4+ years of experience in Data Center, Cloud Services, or Supply Chain planning.
  • Experience in technology, cloud services, and supply chain management.
  • Demonstrated experience leading and managing a business-critical function.
  • Demonstrated experience in cloud infrastructure/services.
  • Demonstrated experience in data center foundation, operations, and network.

Responsibilities

  • Lead rapid-response supply planning for gaps where actual conditions diverge from the steady-state plan, including creating supply optionality across regions and capacity types, resolving stranded or at-risk assets, capitalizing on opportunistic power deals, running scenario drills, and triaging escalations.
  • Develop new data center strategies at regional, metro, or capability level from problem framing through executive decision, including defining the question, building analysis, and presenting recommendations.
  • Translate across data center infrastructure—including power, land, network, construction, and capacity—technology roadmaps, and business requirements to develop technically grounded and operationally feasible options.
  • Build business cases by modeling capital and operating costs, lead times, and risks with Finance, and frame investment decisions for leadership.
  • Coordinate partners across Engineering, Finance, Supply Chain, Planning, Execution, and Operations to align on direction and resolve competing priorities.
  • Influence adoption of new strategies and operating models with evidence and conviction, constructively challenging the status quo and engaging senior leaders.
  • Turn strategy into an executable program by defining milestones, governance, and success metrics, and drive progress through clear ownership and decisive escalation.
