•$142,800 - $304,200

About The Position

The Principal Technical Program Manager leads high-impact, cross-organizational programs that strengthen customer trust across security, compliance, privacy, quality, resilience, and responsible AI. The role translates complex technical and regulatory obligations into prioritized roadmaps, durable operating mechanisms, and measurable engineering outcomes. It partners with engineering, product, security, legal, compliance, data, and operations leaders to reduce systemic risk, improve execution predictability, and embed trust into products and platforms by default. The role also drives the strategy and adoption of agentic tools and automation to reduce engineering toil, accelerate remediation, prevent regression, and improve the quality and visibility of trust-related work. Success involves moving between long-range strategy, technical problem definition, hands-on program execution, executive communication, and day-to-day issue resolution. The role is part of Microsoft, whose stated mission is to empower every person and every organization on the planet to achieve more. Microsoft describes a culture centered on growth mindset, innovation, collaboration, respect, integrity, accountability, and inclusion.

  • Ability to meet Microsoft, customer, and/or government security screening requirements, including the Microsoft Cloud Background Check upon hire or transfer and every two years thereafter.
  • Demonstrated experience translating ambiguous business, security, compliance, or regulatory needs into technical requirements, roadmaps, success criteria, and execution plans.
  • Experience leading programs in security, compliance, privacy, risk, reliability, quality, responsible AI, or other trust-related engineering domains.
  • Experience defining and using metrics, dashboards, telemetry, or analytical queries to assess program health, prioritize work, identify systemic issues, and guide executive decisions.
  • Ability to influence engineering and business leaders, drive accountability, resolve conflicts, and align teams across organizational boundaries without direct authority.
  • Strong written and verbal communication skills, including producing executive-ready plans, requirements, decision documents, status updates, and technical guidance.
  • Working knowledge of software engineering lifecycles, cloud services, source control, issue tracking, operational readiness, and secure development practices.
  • Ability to manage multiple high-priority programs simultaneously, make sound decisions with incomplete information, and move between strategic planning and tactical execution.

Nice To Haves

  • Bachelor's degree and 12+ years of experience in engineering, product/technical program management, data analysis, or product development, or equivalent experience.
  • 5+ years of experience managing cross-functional and/or cross-team projects.

  • Experience reading code, reviewing technical designs, partnering on architecture, or creating technical demonstrations and implementation guidance.
  • Subject-matter expertise in one or more areas such as security operations, vulnerability management, compliance engineering, cloud governance, responsible AI, privacy, resilience, or regulated and sovereign cloud environments.
  • Experience building scalable operating models, governed programs, playbooks, champion communities, training programs, or organizational change and adoption strategies.
  • Advanced analytical capability using Kusto Query Language, SQL, Power BI, or comparable tools to create actionable program insights and automated reporting.
  • Track record of influencing senior leadership, shaping investment priorities, securing cross-team commitments, and delivering durable outcomes in a highly matrixed organization.

Responsibilities

  • Define the strategy, program architecture, goals, success criteria, and multi-semester roadmap for large, complex trust, security, compliance, and AI-accelerating automation programs.
  • Translate security, regulatory, quality, privacy, resilience, and responsible AI obligations into engineering requirements, prioritized backlogs, implementation plans, and accountable operating rhythms.
  • Lead end-to-end execution across feature areas and organizations, including dependency management, schedules, pilots, staged rollouts, governance, risk mitigation, and executive escalation.
  • Partner with engineering and subject-matter experts to design scalable technical solutions, validate use cases, identify gaps, and make data-informed recommendations under ambiguity.
  • Establish metrics and telemetry to measure adoption, remediation effectiveness, engineering toil, regression, reliability, and business impact; use insights to drive continuous improvement.
  • Drive governed-program execution by tracking progress, resolving systemic blockers, improving accountability, and sustaining performance against targets.
  • Lead development and adoption of agentic tools, skills, automation frameworks, and AI-ready guidance that simplify or automate compliance and security remediation.
  • Create playbooks, onboarding guides, training, communications, and support models that enable engineering teams and champions to adopt processes and tools with minimal friction.
  • Build cross-organizational partnerships across product, engineering, security, compliance, legal, operations, and platform teams; influence decisions and secure alignment without direct authority.
  • Communicate program status, decisions, risks, tradeoffs, outcomes, and asks to executives and broad stakeholder audiences through written updates, reviews, and operating forums.
