Portfolio Operations Leader, Senior Manager

Booz Allen Hamilton•McLean, VA
•$142,900 - $266,000

About The Position

The Chief Information Office (CIO) is strengthening how priorities become realistic plans, measurable commitments, and delivered outcomes. The Portfolio Operations Leader will establish an integrated delivery intelligence system connecting priorities, plans, capacity, delivery performance, dependencies, and outcomes across multiple programs inside and outside the CIO. The role leads the operating rhythm and delivery practices behind this system and rethinks portfolio operations through engineering-led automation and AI-enabled agents. It combines enterprise operating-model leadership with hands-on technology depth, helping the organization plan and forecast more credibly, identify systemic risks earlier, and reduce manual effort while maintaining human accountability for consequential decisions. Success will be reflected in stronger planning predictability, fewer dependency-driven delays and late surprises, greater executive confidence in delivery information, and measurable improvements in portfolio-operations effort, cycle time, and quality. U.S. citizenship is required due to the nature of work performed within the facility. The role leads the design and implementation of delivery intelligence architecture, data integrations, automations, and AI-enabled agents; defines evaluation, monitoring, access, auditability, exception handling, and human review for consequential outputs; and leads, coaches, and develops portfolio operations practitioners. It establishes consistent expectations, methods, playbooks, and standards for a BizOps practice across portfolios, partnering with program, platform, and functional leaders to improve data quality and delivery discipline while preserving accountability with the leaders who own the work.

Requirements

  • 8+ years of experience leading business operations, portfolio operations, program delivery, or enterprise execution systems across multiple concurrent initiatives.
  • 5+ years of experience leading or operating a portfolio management office (PMO), including portfolio governance, integrated planning, prioritization, performance reporting, delivery oversight, dependency management, delivery forecasting, capacity transparency, and executive operating cadences.
  • 5+ years of experience leading, developing, and coaching a team of portfolio management operations staff.
  • 5+ years of experience in enterprise IT, technology transformation, or a complex CIO environment.
  • 3+ years of experience building or evolving enterprise portfolio and delivery intelligence systems, including data governance and reporting automation.
  • 3+ years of experience with data and systems engineering for operational workflows, including integrations, APIs, orchestration, data quality, testing, evaluation, monitoring, or secure access practices.
  • Ability to interpret delivery and flow measures, identify systemic blockers, and translate evidence into practical improvement actions.
  • Ability to explain uncertainty, trade-offs, and decision needs clearly and candidly.
  • Ability to design, build, and operationalize AI-enabled workflow automation or agentic systems, including leading engineering and deployment work rather than only selecting vendors or configuring dashboards.
  • Bachelor's degree in IT, Business, or Operations Management.
  • U.S. citizenship is required due to the nature of work performed within the facility.

Nice To Haves

  • Experience with AI engineering, agent orchestration, process mining, or intelligent workflow automation in enterprise operations.

  • Translate approved priorities into executable plans with clear milestones, assumptions, dependencies, measures, and accountable owners.
  • Strengthen commitment quality and reduce avoidable reactive work.
  • Build and operate an integrated delivery intelligence system connecting priorities, plans, capacity, delivery performance, risks, decisions, and outcomes through common data definitions and practical reporting standards.
  • Create a forward-looking view of capacity with delivery leaders and model what can be delivered with available capacity, including the impact of priority changes, without taking staffing authority.
  • Define delivery and flow guardrails; use system-level measures such as predictability, lead and cycle time, flow efficiency, throughput stability, and quality trends to identify blockers and drive continuous improvement.
  • Lead execution health reviews for CIO leadership.
  • Distinguish facts, forecasts, assumptions, and risks, and turn dependencies, trade-offs, and delivery concerns into decision-ready options.
  • Lead a staged roadmap to automate and agentify repeatable portfolio operations work, including data validation, schedule variance detection, dependency and risk signals, scenario analysis, status synthesis, and action tracking.
  • Lead the design and implementation of delivery intelligence architecture, data integrations, automations, and AI-enabled agents.
  • Define evaluation, monitoring, access, auditability, exception handling, and human review for consequential outputs.
  • Lead, coach, and develop a team of portfolio operations practitioners.
  • Set role expectations, methods, playbooks, and standards, and build a consistent BizOps practice across portfolios.
  • Partner with program, platform, and functional leaders to improve data quality and delivery discipline while preserving clear accountability with the leaders who own the work.
