About The Position

Under the direction of the Children’s Autism and Blindness Services Director, the Policy and Program Development Manager leads and manages the development of BCVDDP policies and program staff. The Program and Policy Development Manager oversees projects related to policy and rule development, quality assurance measures, programmatic training, and statewide initiatives. The Policy and Program Development Manager supervises the policy and program development team. The Policy and Program Development Manager works under minimal supervision, with considerable latitude for the use of initiative and independent judgment and decision making. This position provides senior-level programmatic support. Performs related work as directed.

Requirements

  • Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to plan, assign, and supervise the work of others.
  • Ability to understand and effectively interpret agency and program rules, policies, and procedures.
  • Ability to communicate effectively orally and in writing.
  • Bachelor’s Degree from an accredited college or university
  • 2 years or more experience as a supervisor or a team lead
  • 2 years or more experience developing policy and procedures
  • 2 years or more experience managing projects

Responsibilities

  • Oversees and develops program rules, policy and quality assurance measures to ensure provision of quality services to children and families. This includes the implementation of legislative determined changes and evaluation of the impact of proposed federal and state laws on program objectives. Provides technical expertise and guidance regarding questions related to the service provision.
  • Develops, coordinates, and participates in staff development training activities and evaluates the training results as it relates to program goals. Oversees and evaluates quality assurance activities for the program to ensure program goals are met. Develops strategic plans (long- and short-term) for continuous improvement of the program. Identifies opportunities for continuous program improvement and makes recommendations to the director to improve operations.
  • Oversees and develops statewide initiatives to improve program services including the development of statewide deafblind initiatives and direct skills training statewide. Manages on-the-job training to ensure all new Blind Children’s Program staff have adequate knowledge of program services and visual impairment to assume their roles and responsibilities.
  • Manages and oversees hiring and placement of the policy and program development team member. Regularly assesses program needs to ensure adequate staffing levels by collaborating with program leadership.
  • Supports the program outreach and public information plan that enhances the operation of the across the state. Maintains and builds relationships with key stakeholders to include the Texas Workforce Commission, Texas Education Agency, Texas School for the Blind and Visually Impaired, consumer advocacy groups and others.
