About The Position

Forge is seeking a qualified full-time Security Cooperation policy and training program manager to provide advisory and assistance support to the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA), Strategy, Policy, & Training Division. SAF/IA's mission is to create, advocate and facilitate Department of Defense (DoD) and Air Force policies and programs (including international affairs, foreign disclosure, export control, cooperative research and development, Foreign Military Sales (FMS), International Military Education and Training (IMET)) to support U.S. national security objectives.

  • 5+ years of Security Cooperation experience focused on DoW programs
  • US Citizen
  • Active DoW SECRET Security Clearance
  • Master's degree with desired emphasis in International Affairs
  • Minimum of five years of experience supporting Security Cooperation programs, including Foreign Military Sales (FMS) case management
  • Understanding of the United States Air Force roles and missions
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, proposals, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to question activities and issues in all functional areas and make sound business decisions based on that data

Nice To Haves

  • Prior experience supporting SAF/IA
  • Experience as a Security Cooperation Officer (SCO) or Foreign Area Office (FAO)
  • Knowledge of the International Traffic in Arms Regulations (ITAR) and US Government National Disclosure Policy (NDP)

Responsibilities

  • Advise regional country directors on Security Cooperation/FMS policy issues
  • Analyze and report on complex Security Cooperation issues, initiatives, legislative matters, executive orders, and agreements
  • Review Security Cooperation documents such as Letters of Request (LOR), Letters of Offer and Acceptance (LOA), Memorandums of Agreement (MOU) and Congressional Notification (CN) packages to ensure compliance with procedures
  • Draft invitation letters to solicit participation of Partner Nation Air Force personnel and fighter aircraft for exercise events
  • Coordinate with foreign partner Air Forces, Security Cooperation Officers (SCO)/Offices of Defense Cooperation (ODC) to process foreign visit requests for PNs to observe and participate in exercise events
  • Engage with SCOs/ODCs to align exercise opportunities with PN objectives and theatre SC priorities
  • Execute Foreign Military Sales (FMS) and Building Partner Capacity (BPC) training programs
  • Support meetings and conferences, including recording meeting minutes
  • Communicate effectively across civilian and military stakeholders, including at the Flag Officer/Senior Executive Service (SES) level
