About The Position

TransitAmerica Services, Inc. is currently seeking an Operations Training Specialist in San Jose, CA to join our team. The pay range for this position is $130,000.00 -145,000.00 annually. This is a non-exhaustive overview of the job duties for this position. The role involves developing, scheduling, and delivering training programs for Operations employees, including new hire onboarding, annual rules training, company culture initiatives (R-Factor), and regulatory compliance training. Responsibilities include maintaining training records, monitoring employee training completion, and collaborating with department leadership to develop training plans that support operational needs. The position also requires participation in 49 CFR Part 217 efficiency testing activities, implementing TASI standards, rules, and processes in response to regulatory requirements, and updating training materials based on operational trends, incidents, regulatory changes, and business requirements. Evaluating training effectiveness, developing and coaching trainers, supporting safety initiatives, participating in efficiency testing, audits, and field observations, and maintaining strong working relationships with department leaders are also key aspects of this role. The specialist will document and report training, testing, and audit results, and provide hands-on instruction and leadership in the field while fostering a culture of safety, accountability, teamwork, and continuous improvement. The role requires the ability to work outside in all weather conditions and harsh environments, and availability to be on call in the evenings and weekends on a rotating basis. Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors, as well as regular and predictable attendance and punctuality, are requirements for this position. Requirements

  • High school diploma or equivalent.
  • An associate’s degree in education, business, or closely related field (can be substituted with 3 years passenger railroad experience)
  • Licensed Locomotive Engineer or Conductor.
  • Five years of experience in rail equipment operating industry, with at least two years in passenger service on electrified territory.
  • Experience in education, training, and/or mentoring peers, preferably in a commuter rail environment.
  • Knowledge of Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC), California Occupational Health and Safety Administration (Cal/OSHA) rules and regulations.
  • Knowledge of standard railroad rules and operating practices.
  • Knowledge of American Public Transportation Association standards.
  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required per position.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.
  • Perform light work, occasionally exerting up to 20 pounds of force.
  • Able to walk on uneven surfaces.
  • Occasionally ascend/descend step ladders and/or stairs.
  • Regularly sit and stand for an extended period of time.
  • Regularly kneel, bend, and squat.
  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals.
  • Able to work in conditions with loud noise; work on/around heavy/moving machinery.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet).

  • Knowledge of General Code of Operating Rules (GCOR) is preferred.

Responsibilities

  • Develop, schedule, and deliver training programs for Operations employees, including new hire onboarding, annual rules training, company culture initiatives (R-Factor), and regulatory compliance training.
  • Maintain training records, monitor employee training completion, and collaborate with department leadership to develop training plans that support operational needs.
  • Participate in 49 CFR Part 217 efficiency testing activities, including required joint testing and testing conducted with FRA, CPUC, and other regulatory agencies.
  • Implement TASI standards, rules, and processes in response to regulatory requirements, including FRA Safety Advisories, and corrective actions resulting from internal investigations.
  • Update and enhance training materials based on operational trends, incidents, regulatory changes, and business requirements to improve employee knowledge and performance.
  • Evaluate training effectiveness and implement improvements through assessments, feedback, and collaboration with subject matter experts.
  • Develop and coach trainers and employees involved in training efforts to promote continuous learning and professional development.
  • Support safety initiatives by promoting consistent safety messaging, assisting with incident investigations, and implementing corrective actions and regulatory requirements.
  • Participate in efficiency testing, audits, and field observations to ensure compliance, operational excellence, and quality service delivery.
  • Maintain strong working relationships with department leaders to identify training needs and support continuous improvement efforts.
  • Document and report training, testing, and audit results accurately and in a timely manner.
  • Provide hands-on instruction and leadership in the field while fostering a culture of safety, accountability, teamwork, and continuous improvement.
  • Ability to work outside in all weather conditions and harsh environments.
  • Availability to be on call in the evenings and weekends on a rotating basis.
