Operational Data Analyst and Knowledge Manager
About The Position
The Operational Data Analyst and Knowledge Manager works at the intersection of operational aerial intelligence, digital capability development, and executive decision support in a multi-echelon Command Operations Center environment. The role connects frontline operational intelligence needs with data architecture, business intelligence, and collaborative platforms across classified enclaves. The position designs and executes data pipelines, predictive and operational data models, interactive dashboards using tools such as Microsoft Power BI and Army Vantage, and SharePoint/Knowledge Management capabilities. It translates operational workflows, policy requirements, and stakeholder priorities into user stories, automated workflows, and executive visual analytics. The role also supports Agile capability delivery, requirements traceability, executive briefings, and operational data coordination among Army Service Component Commands, Military Intelligence Brigades-Theater, collection managers, and Processing, Exploitation, and Dissemination nodes.
Requirements
- Bachelor’s degree with 8 or more years of experience, or a master’s degree with 6 or more years of experience.
- Oral and written communication skills for engagement with senior military staff leaders.
- Experience creating senior-level briefings, information papers, and executive summaries.
- Ability to translate government mission needs and stakeholder objectives into user stories, functional requirements, technical requirements, and acceptance criteria.
- Ability to manage and prioritize product backlogs with government product owners and software development teams.
- Experience establishing requirements traceability through development, testing, acceptance, deployment, and closure.
- Experience creating and maintaining visual backlog, requirements, sprint, release, and project-status tracking tools.
- Experience with Jira, Azure DevOps, or Confluence.
- Experience with Army Vantage (Palantir Foundry), Microsoft Power BI, DAX, Power Query, data modeling, and SQL.

- Battalion- and higher-level operational experience with manned and unmanned intelligence collection systems.
Responsibilities
- Design and develop interactive operational readiness, asset utilization, and executive performance dashboards using Microsoft Power BI, Army Vantage, or related tools.
- Ingest, clean, merge, and transform structured and unstructured data feeds into relational and star-schema data models.
- Develop DAX measures, calculated columns, Power Query transformations, and SQL queries for recurring aggregations, anomaly detection, and trend metrics.
- Develop analytical models to identify mission trends, forecast asset availability, assess sensor performance, and identify operational bottlenecks or capability gaps.
- Design, configure, structure, and administer G3 AISR SharePoint Online and SharePoint Server sites, document libraries, pages, and lists across unclassified and classified enclaves.
- Implement automated business processes, task routing, and approval workflows using Microsoft Power Automate and custom SharePoint workflows.
- Establish and govern metadata schemas, content types, and role-based access permissions for secure, auditable, discoverable operational information.
- Mentor staff on Knowledge Management practices, standard operating procedures, and standardized reporting mechanisms.
- Maintain requirements traceability from initial request through sprint planning, refinement, user acceptance testing, security deployment, and operational closure.
- Maintain sprint boards, velocity metrics, release roadmaps, and stakeholder status trackers.
- Translate government mission needs and stakeholder objectives into user stories, functional and technical requirements, and acceptance criteria.
- Manage, organize, prioritize, and maintain a product backlog in coordination with government product owners and software development teams.
- Create and maintain visual backlog, requirements, sprint, release, and project-status tracking tools.
- Synthesize airworthiness metrics, intelligence collection priorities, operational sortie rates, and maintenance data into strategic visual summaries and briefings.
- Prepare and deliver daily briefings during BUB and coordinate operational data across ASCCs, MIB-Ts, collection managers, and PED nodes.
