About The Position

Amentum is seeking Observers to perform entry control actions at Offutt Air Force Base. The Observer is responsible for continuously knowing the location of employees under their control and ensuring adequate observation and physical control of construction workers, vehicles, and special construction items or equipment. Observers may oversee specialty items outside the construction zone, including during transport to and from construction sites. They also assist with issuing and controlling badges for personnel requiring entry to construction zones and sites. This is an in-the-field position. A physical examination is required within 35 days before assignment. When needed for special circumstances, the Observer must be able to obtain any required specialty license for operating equipment or vehicles on site within 30 days. If applicable, the contractor must cooperate with requests to testify or submit statements in administrative or criminal legal proceedings. Amentum personnel called to testify for the Government about work under the contract do so in a duty status.

Requirements

Active Top Secret (TS) clearance.
At least 2 years’ experience in at least one of the following areas: construction security surveillance, Technical Surveillance Countermeasures, industrial or government security involving counterintelligence, construction quality assurance, or hands-on supervisory construction experience.
Valid state-issued driver’s license or permit.
High school diploma or equivalent.
Must not have misdemeanor convictions involving moral turpitude, acts of dishonesty, assault, or battery, or felony convictions, and must not receive any while employed in this position.
Fluent ability to read, write, and speak English.
Able to hear ordinary conversation at 15 feet with either ear, with or without a hearing aid.
Constant mental alertness; planning and organizing skills; and ability to work under deadlines.
Physical examination completed within 35 days before assignment to duty.
Able to obtain any required specialty license for operating equipment or vehicles on site within 30 days when needed for special circumstances or situations.

Responsibilities

Perform entry control actions at Offutt Air Force Base.
Maintain continuous knowledge of the location of employees under the Observer’s control.
Ensure adequate observation and physical control of construction workers, including pedestrian personnel, vehicles, and special construction items or equipment.
Oversee specialty items outside the construction zone, including while they are transported to or from construction sites.
Assist with issuing and controlling construction-zone and site badges for personnel requiring entry.
Apply and adhere to Privacy Act principles and applicable rules and regulations.
Apply and adhere to Operations Security (OPSEC) principles for identifying, controlling, and protecting critical unclassified information.
Deal successfully with the general public.
Apply printed rules, detailed orders, instructions, and training materials to assigned duties.
Maintain poise and self-control under stress.
Conduct “Stop & Question” of persons found in closed and locked areas, parking lots, and throughout the construction site after hours and on weekends or holidays to ensure criminal activity has not or is not taking place.
Construct and write clear, concise, and accurate detailed reports when needed.
Cooperate, as required, in testifying or submitting statements in administrative and criminal legal proceedings; testify for the Government in a duty status when called upon regarding work under the contract.
