About The Position

The Network Engineer ensures that the City of Baltimore’s Broadband and Digital Equity network performs reliably and meets user needs and expectations. This role carries responsibility for a wide range of evaluation, maintenance, installation, and training activities required to maintain a stable and well‑supported infrastructure. The Network Engineer supports these functions to ensure all broadband and digital equity network and application components remain secure, efficient, and fully operational for the City of Baltimore.

Requirements

Bachelor of Science degree from an accredited college or university.
Two years of related specialty IT experience (for example, but not limited to: system engineering, network engineering, information security, application programming, systems design, hierarchical/relational database management, GIS experience, custom report writing, or developing and supporting cloud-based software integration).
Excellent verbal and written communication skills.
Knowledge of the interrelationship of systems analysis, computer programming, and information technology operations.
Knowledge of current trends and developments in network-based communications systems.
Knowledge of computer-based communications protocols.
Knowledge of security groups and roles and assignment of those roles.
Skill in developing database queries and generating reports.
Skill in cartographic map design, accuracy of presentation with required map components and elements, layout and design.

Nice To Haves

Previous IT work lead experience is preferred.
Previous IT experience in government is preferred.
Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
Five years of Network Engineer experience.
An equivalent combination of education and experience.
Technical credentials may be substituted for six months of experience or education.
Multiple certifications may receive additional credit towards education/experience.
CCIE (Cisco Certified Internetworking Expert)
CCNP (Cisco Certified Network Professional)
CCNA (Cisco Certified Network Associate)
CCSA (Check Point Firewall-1 administrator)
CCSE (Check Point Firewall-1 Engineer)
CISSP (Certified Information Systems Security Professional)
AWS or other cloud computing experience desired
VMware experience desired

Responsibilities

Network and Cybersecurity engineering, design and implementation
Cisco IOS - Routing and switching (BGP, OSPF, EIGRP, PfR, VPC, etc.…)
Cisco Wireless and Wire Environment through 802.1x, and other protocols (MAB) including BYOD, Guests (Web-auth) and Sponsor portals, profiling and posturing.
Develop high availability, resiliency, contingency and recovery efforts and plans to ensure continuous availability and accessibility of network, security and infrastructure services.
Reviews plans for accuracy, completeness, and content and ensures compliance with security and best practice requirements.
Researches and identifies new solutions to automate/streamline the infrastructure and security in order to increase efficiencies
Works with Information Security and Systems teams to ensure complete collaboration and transparency
Mentors, teaches and trains junior personnel in network designs and architecture to ensure future requirements are planned for and met
Determines the solution configuration needed to develop
Troubleshoots and investigates complex network and security system problems.
Coordinates the resolution of system problems by identifying issues and meeting with users, managers, and hardware/software vendors to identify solutions.
Provides expert guidance to management on network and security systems lifecycle including upgrades and potentially complete replacement of existing infrastructure with new technologies.
Knowledge of the installation, maintenance, and enhancement of microcomputer systems and mainframe client servers.
Provides expert interpretations of network and security administration regulations and guidance, advises on the purchase and specification of new technologies as well as supporting infrastructure.
Monitor usage and performance of environments for which responsible.
Develops and modifies complex network and security systems and develops subsystems to enhance the overall operational environment.
Utilizing various monitoring tools, perform active monitoring and remediation of rouge intrusions
Assess and resolve tier 2 and tier 3 operational and performance issues with the networking infrastructure, working with vendor support or other organizations as needed.
Skill in installing, repairing, and troubleshooting network programs, hardware, and systems.
Ability to analyze, apply logic and solve technology problems.
Ability to establish and maintain effective working relationships with vendors, management, technical co-workers and support specialists, and system users.
Ability to design complex systems consisting of a wide variety of programs, procedures, and forms.
Ability to schedule and perform preventative and corrective maintenance procedures and repairs.
Ability to write detailed technical reports and analyses.
Ability to develop a working knowledge of computer systems software and operating systems.
Ability to develop systems software and systems software testing procedures.
