About The Position

The IT Project Manager is a delivery leader within Information Technology responsible for end-to-end delivery execution across one or more USAMCO IT portfolios, including the ongoing legacy modernization program (IBM AS/400 to Creatio CRM and Databricks Data Lakehouse) and adjacent lines of business. This role provides direct people leadership and mentorship for Business Analysts, drives consistent delivery practices in a hybrid Agile environment aligned to PMI/BABOK standards, and serves as a change agent and coach for technology leaders and delivery teams operating in a regulated managed care environment. The IT Project Manager leads and facilitates portfolio-level planning and execution, ensures delivery health and reporting are accurate, timely, and audience-appropriate for both technical and executive stakeholders, and proactively manages risks, dependencies, and delivery outcomes across vendor and internal teams. This role partners closely with Infrastructure, Security, Compliance, and Business stakeholders to improve predictability, transparency, and delivery performance, without being accountable for engineering design or software development decisions.

Requirements

7+ years of experience in technology delivery, program/project management, Agile delivery, or PMO leadership roles.
Bachelor's degree in a related field required.
Intermediate to advanced experience managing Business Analysts, Delivery Leads, or similar roles while ensuring high-quality delivery of complex products or services, ideally including legacy modernization or platform migration programs.
Experience facilitating quarterly/PI-style planning or enterprise planning cadences in a hybrid Agile environment.
Strong command of delivery management disciplines (planning, forecasting, RAID, dependency management, governance cadences, financial/vendor management, and executive reporting).
Working knowledge of Agile, hybrid, and waterfall delivery models.
Advanced speaking and writing communication skills, with proven ability to tailor messages for executives, compliance stakeholders, and practitioners.
Extensive, hands-on experience with the Atlassian suite (Jira, Confluence) for portfolio and delivery reporting, along with other portfolio/reporting tools (e.g., MS Project).
Working knowledge of HIPAA and PHI handling requirements as they apply to IT delivery, vendor management, and system integration work in a healthcare or managed care setting.
Familiarity with HITRUST CSF concepts and their practical application to vendor contracts, system assessments, and delivery governance.
Intermediate knowledge of applicable regulatory and legal compliance obligations, rules, regulations, industry standards, and practices relevant to managed care operations.
Intermediate to advanced experience with the execution of KPIs and timelines, with proven ability to analyze a variety of data and summarize findings in applicable reports or other communication mediums.
Utilize data to identify areas of improvement and opportunities for growth by collaborating with business and technical teams.

Nice To Haves

Relevant certifications (one or more) preferred: PMP, PMI-ACP, CSM/CSPO, SAFe (e.g., SPC, RTE, SASM), or equivalent.
Prior experience in health insurance, managed care, or a related regulated healthcare environment strongly preferred.

Responsibilities

Own delivery execution across one or more IT delivery portfolios (e.g., Creatio CRM, Data Lakehouse, claims/enrollment systems), ensuring work is planned, prioritized, sequenced, and delivered predictably.
Establish and maintain portfolio delivery governance (cadences, checkpoints, RAID routines, decision authority, and escalation paths) aligned with USAMCO PMO standards and the department's Project Governance Foundation Charter.
Drive alignment between strategic priorities and delivery capacity; help leaders make trade-off decisions when scope, timelines, vendor resourcing, and compliance obligations conflict.
Function as first line of contact for escalation across assigned IT portfolios.
Become a trusted delivery partner to IT and business leaders for assigned portfolios, embedding governance practices and standards to ensure execution aligns with SDLC, IT PMO, enterprise portfolio management, and change management requirements.
Lead quarterly/PI-style planning for assigned portfolios: facilitate readiness, dependency mapping, capacity planning, and objective setting, and ensure ongoing execution against objectives with clear visibility to progress, risks, and outcomes, including dependencies tied to vendor transitions and third-party integrations.
Coach teams and leaders in hybrid Agile practices and drive change management efforts related to new ways of working, focusing on practical adoption and measurable improvement across a team with varying levels of formal delivery experience.
Directly manage and mentor Business Analysts, set expectations, develop skills, and improve performance through coaching and feedback, including onboarding curriculum for staff new to formal delivery methodology.
Enhance delivery capability across the organization by developing onboarding curriculum, job aids, standards, and training aligned to the department's PMO operating model and BA/PM artifact guide.
Support talent management activities including interviewing, onboarding, performance management, succession planning, and engagement for delivery staff.
Own bi-weekly/monthly portfolio-level delivery reporting, translating delivery data into clear insights, health, forecast confidence, risks/issues, dependency impacts, and decision points, for executive and Board-level audiences as needed.
Partner with program lead to support planning, forecasting, and actuals reporting for work inside assigned portfolios, including vendor SOW hours tracking and budget-to-actuals visibility.
Contribute business cases, delivery estimates, and execution plans to support investment decisions.
Ensure delivery practices, documentation, and data handling across assigned portfolios comply with HIPAA and PHI handling requirements, and support HITRUST CSF alignment activities relevant to delivery governance (e.g., contract review coordination, vendor compliance documentation).
