About The Position

The Security Operations Center (SOC) Analyst serves as a working-level technical resource within the Baltimore City Information Technology (BCIT) Information Security (InfoSec) Division, responsible for continuous monitoring, detection, and initial analysis of cybersecurity threats targeting city infrastructure, systems, and data, escalating complex or high-severity matters to senior SOC staff. This role supports the intersection of threat intelligence, incident response, and security operations, helping translate threat data into actionable alerts under the guidance of senior analysts and SOC leadership. The IT Specialist III Analyst is expected to operate with moderate independence on routine monitoring, triage, and documentation tasks, escalating complex or high severity matters to senior SOC engineers, and collaborating with the Vulnerability Management team, network operations, and agency IT leads as directed. This position supports the security posture of Baltimore City's enterprise environment and helps ensure compliance with applicable frameworks including CJIS, HIPAA, CIS Controls, and NIST.

Requirements

Bachelor of Science degree.
Two years of related specialty IT experience (e.g., system engineering, network engineering, information security, application programming, systems design, hierarchical/relational database management, GIS experience, custom report writing, or developing and supporting cloud-based software integration).
Excellent verbal and written communication skills.
Education must be obtained from an accredited institution.
Education credentials obtained out of the US must be evaluated for US equivalency.

Nice To Haves

Previous IT work lead experience is preferred.
Previous IT experience in government is preferred.
Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
Associate's or bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a closely related field.
A high school diploma or equivalent combined with directly relevant experience may be considered in lieu of a degree.
Minimum of 2 years of experience in cybersecurity or IT security operations, including exposure to SOC or security monitoring functions.
Experience working in an analyst-level capacity with exposure to incident response and escalation procedures.
Experience working within government, public sector, or regulated enterprise environments preferred.
