About The Position

The Mobile Clinical Counselor works as a full-time employee of Zeiders Enterprises and provides assessment and short-term, solution focused non-medical counseling services and proactive, non-traditional walk-around participant outreach to eligible Navy Wounded Warrior (NWW), Navy Gold Star (NGS), and Fisher House individuals as part of the CNIC Fleet and Family Support Program (FFSP) Global Staffing Contract. This position is an in-person position that provides support on a rotating travel schedule, while maintaining a hybrid caseload (Virtual + In-person). The Mobile Clinical Counselor attends NGS memorial events, NWW adaptive sports and other engagements to deliver individual, marital or intimate partner, family, and/or group counseling while establishing trust, reducing the stresses of military life, and building rapport to connect participants with ongoing program support. The candidate must be located within a reasonable commuting distance of a military installation for the purpose of CAC issuance. Mobile Clinical Counselors may be asked to provide virtual surge support to other regions, and in times of crisis or disaster response, are required to travel on short notice (within 48 hours) to provide on-site clinical support and Psychological First Aid (PFA).

Requirements

Minimum of one year of experience in grief and loss counseling required.
Minimum educational qualifications include one of the following; a master’s degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; a master’s degree in social work accredited by the Council on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology and a one-year clinical internship accredited by the American Psychological Association.
Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical/counseling psychology- LCSW (Licensed Clinical Social Worker), LMFT (Licensed Marriage and Family Therapist), LCP (Licensed Clinical Psychologist/ Licensed PhD in Psychology), LPC (Licensed Professional Counselor), LCPC (Licensed Certified Professional Counselor), LMHC (Licensed Mental Health Counselor)
Each Mobile Clinical Counselor must maintain current clinical credentials and privileges, as required by the DoN and the DoD throughout their FFSP assignment.
A minimum of two years of full-time, post-master’s supervised clinical experience.
Mobile Clinical Counselors must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through at least periodic, direct service clinical experience during the 2 years preceding hire.
Ability to work effectively with diverse racial, ethnic, and socioeconomic backgrounds
Able to travel to attend events to meet program needs across regions, including overnight travel.
Ability to work flexible hours during events.
Must be able to function effectively and professionally in public facing and high visibility settings.
Proficiency in oral and written communication skills
Knowledge of Microsoft Office Suite software and skilled in the use of office software
Must have a dedicated professional workspace that that provides a secure, private environment suitable for telehealth clinical services and is free of distractions or personal commitments during the workday.
Must be physically located within a reasonable commuting distance of a military installation.
Must be able to work core business hours of the assigned area of responsibility.
This position requires access to U.S. Government facilities and systems.
U.S. Citizenship, a valid passport, driver's license, transportation, and auto insurance are required.
Incumbents must obtain and maintain a determination of eligibility for Secret security clearance of access for the duration of employment, including background investigation and credit check.

Nice To Haves

Demonstrated experience in non-traditional outreach, mobile/embedded counseling, or establishing rapport in dynamic, public-facing, and high-visibility environments.
Demonstrated experience working with trauma, loss, or catastrophic injury populations preferred.
Ability to work in emotionally intense environments.
Knowledge of the difficulties of adjusting to general life stressors as well as those resulting from the requirements of military life, and experience providing short-term counseling for those issues
Knowledge of standard documentation requirements for clinical services
Knowledge of available military and community referral resources

Responsibilities

Conduct non-traditional walk-around participant outreach and proactive engagement during events, fairs, ceremonies, and sports camps to establish trust, build relationships, and offer immediate, on-the-spot emotional support or crisis intervention.
Utilize preventative outreach models that strengthen participants' readiness and resilience by actively reducing the unique stressors associated with military life cycles, medical retirement, and loss—including providing real-time emotional stabilization for high-stress environments like the Wounded Warrior Games.
Leverage extensive knowledge of the military structure and chain of command to interact comfortably and professionally with all ranks, commands, and uniformed Points of Contact (POC) during on-site deployments and events.
Be available to travel as directed to meet program needs across regions, including overnight and international.
Scope of practice is limited to Psychological First Aid and counseling services for Other Conditions That May Be a Focus of Clinical Attention and Adjustment Disorders and may include presenting concerns such as grief and loss, adjustment to catastrophic injury or illness, caregiver stress and compassion illness, and stress related to events including medical recovery or retirement.
Provide in-person, on-site clinical support at Gold Star memorial and remembrance events, Wounded Warrior adaptive sports camps and engagement events, and at Fisher Houses as assigned.
Provide grief and loss counseling during memorial and remembrance activities.
Offer real time emotional support during high visibility and emotionally sensitive events.
Maintain a hybrid caseload—managing a dedicated virtual caseload during non-travel periods, while traveling for face-to-face outreach and event support during scheduled travel rotations.
Ensure referrals for appropriate behavioral health follow-up for any psychological disorders or symptoms requiring longer-term counseling and/or medical/psychiatric intervention.
Conduct intake, screening, assessment, and referral of clients as appropriate.
Perform accurate assessment of the client’s presenting problem and collaborate with the client to establish and implement an effective individual treatment plan.
Provide individual, couples, and group counseling.
Provide information about existing Navy programs such as non-medical counseling services at the sites.
Provide immediate crisis support, intervention, and risk assessment (including during in-person events) IAW best practices in the mental health community, ensuring adequate referral, safety planning, and follow-up for any case presenting suicidal or homicidal risk.
Provide an initial assessment and ongoing suicide risk assessments using the Columbia Suicide Severity Risk Scale (C-SSRS).
Provide ongoing safety planning, as needed, using the Veterans Affairs Safety Plan.
Report suspected child abuse and intimate partner violence to the local civilian authorities and the Family Advocacy Representative IAW Navy and state requirements.
Coordinate and manage specialized assessment ad intervention services for children and families not associated with met criteria incidents of child abuse/neglect or domestic abuse.
Provide a warm handoff to the Family Advocacy Representative or FAP Victim Advocate for clients wanting to make a restricted domestic abuse report.
Provide a warm handoff to the Sexual Assault Response Coordinator or SAPR Victim Advocate for clients wanting to make a restricted sexual assault report.
Intervene in crisis situations, using sound professional judgment, ethical practice, and cultural humility. This may include performing duty counselor responsibilities within the normal workday.
Participate in quarterly quality assurance procedures to ensure that all clinical services provided are safe, of quality standards, and meet CNIC Certification Standards.
Maintain counseling case documentation in the FFSMIS Clinical Counseling Record System for all non-medical counseling assessments and counseling services IAW all applicable policies, laws, and instructions.
Ensure all non-medical counseling services are accounted for in the FFSMIS scheduling module.
Work in partnership with installation and uniformed Points of Contact (POC) to ensure the needs of service-members, their families, and the program requirements are met.
When a virtual Emergency Family Assistance Center (vEFAC)or Family Information Call Center (FICC) are activated, be available to handle crisis calls and provide psychological first aid via phone or virtual platform as requested.
When working at a vEFAC or FICC the Mobile Clinical Counselor may need to flex their schedule to provide 24/7 coverage in coordination with team members.
When providing surge support following a crisis or disaster, travel, within 48 hours, to potentially remote and austere locations with disaster-area conditions, as requested.
