Requirements

  • Understand the unique challenges and strengths of rural communities.
  • Know how to meet people where they are and offer real support that makes a difference.
  • Confident explaining rules, policies, or regulations clearly, whether talking to community members, coworkers, or government folks.
  • Written or spoken, know how to get your point across.
  • Hands-on experience with accounting software (like QuickBooks or Quicken).
  • Competencies in Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Competencies in Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Competencies in Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Competencies in Public Service Motivation: Shows a commitment to serve the public. Ensures that actions meet public needs; aligns organizational objectives and practices with public interests.
  • Competencies in Reading Comprehension: Understands and successfully interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; successfully applies what is learned from written material to specific situations.
  • Any combination of preparatory post-secondary education and/or experience in accounting, budget administration, financial services, social services, public administration, legal or paralegal services, grant development, and/or providing administrative support to a business, organization, or program.
  • A completed Local Government Specialist Flex 1 Training Plan (for LGS 2).
  • A completed Local Government Specialist Flex 2 Training Plan (for LGS 3).
  • Competencies in Advocacy: Organizes and leads advocacy efforts with local, state, and federal government entities and elected officials that support the mission of an agency (for LGS 3).
  • Competencies in Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior (for LGS 3).
  • Competencies in Teaches Others: Helps others learn; identifies training needs; provides constructive reinforcement; coaches others on how to perform tasks; acts as a mentor (for LGS 3).
  • Competencies in Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues (for LGS 3).

Responsibilities

  • Offer support in local elections, financial management, emergency response, and utility services.

  • Lead workshops or training sessions for adults, whether face-to-face or remotely over platforms like Zoom or MS Teams.
  • Clearly explain rules, policies, or regulations to community members, coworkers, or government officials.
  • Interpret budgets or financial statements, especially in a government or nonprofit setting.
  • Organize and lead advocacy efforts with local, state, and federal government entities and elected officials that support the mission of an agency.
  • Set well-defined and realistic personal goals, display a high level of initiative, effort, and commitment towards completing assignments in a timely manner, work with minimal supervision, and demonstrate responsible behavior.
  • Help others learn, identify training needs, provide constructive reinforcement, coach others on how to perform tasks, and act as a mentor.
