Lead Technical Program Manager - Portfolio Manager

JPMorgan Chase & Co.•Palo Alto, CA
•$147,250 - $200,000

About The Position

As a Lead Technical Program Manager within JPMorganChase’s Enterprise Technology Infrastructure Platforms Foundational Services team, you will own end-to-end delivery of large-scale infrastructure and platform programs spanning engineering, operations, security, architecture, and product. You will connect strategy to execution by translating priorities into integrated plans, aligning teams, and driving delivery with startup discipline in an enterprise environment. The work enables technology resilience, platform modernization, and engineering velocity at scale. The position leads program planning and governance, manages cross-team and vendor dependencies, supports technical delivery decisions, and communicates progress and risks to stakeholders and executives. It also shapes demand and planning processes, improves delivery operating models, and applies risk, controls, change management, and incident-learning practices in regulated environments. Enterprise-authorized AI capabilities are used to support planning, risk synthesis, and reporting, with human validation and adherence to data-sensitivity requirements. The role is subject to Section 19 of the Federal Deposit Insurance Act. An employment offer is contingent on JPMorganChase’s review of criminal conviction history, including pretrial diversions or program entries.

Requirements

  • Formal training or certification in technical program management concepts and at least 5 years of applied experience.
  • Experience in program or project delivery and leading large, cross-functional technical programs end-to-end.
  • Experience delivering infrastructure or platform programs in one or more of these domains: cloud foundations, Kubernetes and container platforms, network, compute or storage, CI/CD and developer platforms, identity and access management, or observability and site reliability engineering.
  • Deep technical fluency in distributed systems concepts, including availability, resiliency, scaling, latency, and inter-service dependencies, with the ability to read architecture diagrams and reason about failure modes.
  • Proven ability to build and manage integrated program plans, governance structures, and delivery operating models spanning multiple teams and workstreams.
  • Strong stakeholder management skills, including executive communication, structured facilitation, and aligning teams around shared priorities and decisions.
  • Experience delivering in regulated or high-control environments, with working knowledge of change management, risk frameworks, and controls-conscious delivery practices.
  • Proficiency with Agile delivery tools and practices, including backlog management, sprint cadences, and cross-team coordination at scale.
  • Demonstrated experience using enterprise-authorized AI capabilities in the work environment to support program management workflows, with strong validation habits and awareness of data sensitivity.
  • Ability to review and validate AI-assisted plans, risks, and recommendations before use, escalate when uncertain, and follow data-handling expectations.

Nice To Haves

  • Familiarity with site reliability engineering practices, including service level objectives and indicators, error budgets, incident and problem management, and capacity planning.
  • Experience with cloud migration or platform modernization programs, including infrastructure-as-code and automated provisioning concepts.
  • Knowledge of security-by-design principles, identity and access patterns, vulnerability remediation workflows, and disaster recovery or failover testing.
  • Metrics-driven delivery experience using indicators such as availability, mean time to recovery, change failure rate, deployment frequency, and platform adoption to inform program decisions.
  • Hands-on experience configuring and optimizing Jira and Confluence environments, including workflows, automations, reporting dashboards, and cross-team ways-of-working standards.
  • Exposure to AI-enabled program automation techniques, such as automated standup summaries, release note generation, or incident theme analysis, with measurable impact on delivery quality or efficiency.

Responsibilities

  • Lead end-to-end delivery of large, cross-functional technical programs across engineering, operations, security, architecture, and product, aligning strategic intent with executable team backlogs.
  • Build and maintain integrated program plans, including workstreams, milestones, critical path analysis, and RAID logs, and drive a consistent execution cadence across delivery teams.
  • Establish and run governance structures, including steering committees and working groups, to support timely decisions, resolve blockers, and maintain delivery momentum.
  • Manage cross-team and vendor dependencies, identify risks proactively, and coordinate mitigation strategies to protect program commitments.
  • Partner with engineers and architects to evaluate technical trade-offs, reason about failure modes, and challenge assumptions with data.
  • Promote reuse-first, AI-assisted practices for program governance and reporting, with human review and alignment to delivery standards.
  • Apply change management discipline, incorporate incident learnings, and deliver effectively within regulated and high-control environments.
  • Produce concise, executive-ready program updates and facilitate alignment across competing priorities and stakeholder groups.
  • Shape demand and planning processes that connect annual outcomes to team-level backlogs, ensuring work is defined, prioritized, and ready for delivery.
  • Improve delivery operating models by incorporating Agile-at-scale practices and infrastructure delivery patterns such as release trains, migrations, and change windows.
  • Use enterprise-authorized AI capabilities to accelerate program planning and risk synthesis, validate outputs, and handle data according to sensitivity requirements.

Benefits

  • Competitive total rewards package, including base salary determined by role, experience, skill set, and location.
  • Eligible roles may receive commission-based pay and/or discretionary incentive compensation in cash and/or forfeitable equity.
