About The Position

Oracle Cloud Infrastructure (OCI) is seeking a Lead Principal Technical Program Manager on the Business Operations and Central Programs team to lead cross-functional analytics programs that turn complex business questions into insights, executive decisions, and measurable business results. The role shapes the analytics agenda for high-priority business challenges and leads programs from problem definition through technical delivery, adoption, and outcome measurement. The portfolio spans capital expenditure management, revenue operations, cost optimization, and strategic programs, with scope evolving as business priorities change. The position connects financial, commercial, and operational data to explain business performance, anticipate risks, and guide investment and execution across OCI. The role sets analytics program strategy, leads cross-functional execution, provides technical and analytical leadership, establishes trusted metrics and data controls, influences executive decisions, and carries insights through to measurable impact. It also establishes reusable program practices and analytical frameworks, mentors program and analytics leaders, and improves how OCI identifies opportunities, makes decisions, and measures business value.

  • 7+ years of experience in technical program management, business analytics, business operations, or a related discipline, with demonstrated leadership of complex programs spanning multiple functions and senior stakeholders.
  • Record of independently shaping ambiguous business problems into enterprise-scale programs, influencing priorities without direct authority, and delivering measurable financial or operational outcomes.
  • Strong business and financial acumen, including experience connecting operational performance to investment decisions, revenue, costs, and business cases.
  • Technical fluency in data modeling, analytical methods, BI platforms, and data pipelines, with the ability to challenge assumptions and partner effectively with engineering and analytics teams.
  • Experience managing program roadmaps, dependencies, risks, and delivery across technical and business teams, including analytics or software development lifecycles.
  • Excellent written and verbal communication, executive judgment, and negotiation skills, with the ability to explain complex analysis and lead decisions with technical and nontechnical audiences.

Nice To Haves

  • Experience in cloud infrastructure, data center economics, capacity planning, or infrastructure investment and utilization.
  • Experience leading analytics programs in capital expenditure management, revenue operations, cost optimization, or enterprise strategic initiatives.
  • Experience establishing shared business metrics and data governance, applying forecasting or scenario analysis, and scaling analytical solutions across an organization.

Responsibilities

  • Partner with Finance, Infrastructure, and Capacity teams to improve visibility into capital plans, commitments, spend, deployment, and asset utilization; lead analytics that inform investment prioritization, explain variances, and assess capacity and return-on-investment tradeoffs.
  • Bring together Sales, Finance, Product, and Operations to analyze customer demand, consumption, revenue performance, and growth opportunities; identify customer-lifecycle constraints and translate findings into actions that improve forecasting and business execution.
  • Lead programs to expose cost drivers, unit economics, and efficiency opportunities; align owners on prioritized interventions and validate realized savings with Finance while accounting for service performance and customer impact.
  • Develop business cases, scenarios, and performance measures for emerging priorities, including regional growth, portfolio investments, and operating model improvements; guide leaders through tradeoffs and track initiative value.
  • Translate ambiguous executive priorities into a portfolio of decision-focused programs; define business questions, hypotheses, success measures, scope, and roadmaps, and prioritize work by business impact and feasibility.
  • Establish shared accountability across Finance, Engineering, Data Science, Business Intelligence, Product, Sales, and Operations; align sponsors and delivery teams on milestones, dependencies, resources, and decision rights, resolve blockers, and escalate material risks.
  • Translate business needs into data and system requirements; partner with engineering and analytics teams on data integration, models, analytical methods, and scalable tools; use exploratory analysis and prototypes to validate assumptions and accelerate delivery as needed.
  • Establish common KPI definitions, accountable data owners, and controls for data quality, lineage, access, and reconciliation; ensure analyses distinguish facts, assumptions, and uncertainty, and measure financial impact consistently.
  • Synthesize complex findings into clear explanations of what is happening, why it matters, and what action to take; present recommendations, scenarios, and tradeoffs to senior leaders, secure decisions, and align stakeholders around execution.
  • Embed analytics into planning and operating reviews, assign action owners, and track adoption and results against agreed baselines; partner with teams to move successful prototypes into supported solutions and refine programs as evidence changes.
  • Establish reusable program practices and analytical frameworks, mentor program and analytics leaders, and improve how OCI identifies opportunities, makes decisions, and measures business value.
