Lead Principal Technical Program Manager

Oracle•Nashville, TN
•$116,600 - $264,100

About The Position

Oracle Cloud Infrastructure (OCI) is seeking an IC5 Technical Program Manager to define and deliver strategic initiatives that materially improve the scale, reliability, and economics of its cloud services. The role identifies problems spanning multiple organizations, establishes direction where strategy or ownership is unclear, and secures commitment to outcomes requiring coordinated investment across engineering roadmaps. As a senior individual contributor, the position operates independently across director and VP organizations, partnering with principal engineers and product, finance, and business leaders. It owns program strategy through execution and realization of business benefits, with accountability for decisions and outcomes that shape the organization’s long-term direction. The role sets multi-year program direction; shapes technical strategy with principal engineers and architects; connects engineering investments to measurable business results; and owns execution across organizations through production readiness and adoption. It also drives executive alignment, resolves systemic risks, builds durable operating mechanisms, and multiplies leadership capacity by mentoring senior TPMs and strengthening program practices. Success means senior leaders adopt a coherent strategy and commit resources across organizations; strategic programs deliver sustained, measurable customer or business improvements; systemic constraints are removed; and senior TPMs and operating practices continue to grow without daily intervention from this role.

Requirements

  • 10+ years of experience in technical program management, technical product management, or engineering, including sustained ownership of strategic programs spanning multiple organizations.
  • A record of independently defining and delivering programs where the problem, technical approach, or business strategy was initially unclear.
  • Evidence of shaping multi-year roadmaps and achieving material customer or business outcomes.
  • Deep understanding of distributed systems and production cloud architectures, with expertise in areas such as storage, databases, compute, networking, or reliability.
  • Ability to reason through interfaces, performance limits, failure modes, and architectural tradeoffs with senior technical leaders.
  • Demonstrated influence with directors, VPs, and SVPs, including resolving conflicting objectives, securing investment or engineering capacity, and driving difficult decisions across organizational boundaries.
  • Strong business and analytical judgment, including experience using technical and financial evidence to evaluate alternatives, prioritize investments, and measure adoption, service performance, or cost improvements after delivery.
  • Exceptional written communication and executive judgment, including clear strategy documents and recommendations.
  • Evidence of developing senior TPMs and establishing operating practices adopted beyond the immediate program.
  • Bachelor's degree in computer science, engineering, or a related technical field, or equivalent practical experience.

Nice To Haves

  • Experience leading major cloud platform transitions, regional expansion, fleet efficiency, or service reliability programs with dependencies across infrastructure and software organizations.
  • Prior software engineering, systems architecture, or site reliability engineering experience, including direct involvement in the design, launch, or operation of large-scale distributed services.
  • Experience developing capacity or investment models and using analytics, automation, or AI-assisted tools to improve decisions and execution at organizational scale.

Responsibilities

  • Identify systemic constraints and opportunities, define desired outcomes, and establish multi-year program strategy, investment cases, and roadmaps.
  • Recommend which initiatives to start, stop, or resequence as customer needs and business priorities evolve.
  • Work with principal engineers and architects to identify scaling limits, hidden dependencies, and failure modes; challenge assumptions with engineering evidence and influence architectural choices and tradeoffs.
  • Quantify customer impact, cost of delay, and expected returns, and partner with product and finance to prioritize investments in growth, customer retention, capacity, or unit economics.
  • Verify that programs deliver their intended business benefits.
  • Establish integrated delivery strategies for interdependent programs spanning multiple services and leadership teams; own critical paths, resource and scope decisions, and execution recovery when assumptions fail.
  • Remain accountable for programs through production readiness and adoption.
  • Reconcile competing director and VP priorities, negotiate commitments, establish decision rights without direct authority, and write decision documents that clarify consequences and drive follow-through.
  • Identify recurring weaknesses in architecture, capacity planning, ownership, and delivery practices, and lead corrective programs addressing root causes across services.
  • Incorporate security, resilience, launch readiness, and operational sustainability into investment and release decisions.
  • Establish planning, decision, and review practices that teams can use independently; create trusted forecasts and outcome metrics; automate manual work; and demonstrate sustained improvements against agreed baselines.
  • Mentor senior TPMs, strengthen technical judgment and program strategy across the TPM community, contribute to hiring standards, and spread proven approaches across organizations.
  • Stay personally engaged in the highest-risk technical and business decisions.
