Lead Principal Technical Program Manager

Oracle•Nashville, TN
•$116,600 - $264,100

About The Position

Oracle Cloud Infrastructure (OCI) is building capabilities connecting scientific computing, data, artificial intelligence, and laboratory automation. The Lead Principal Technical Program Manager leads integrated technical execution across scientific computing, genomics and pathogens workflows, laboratory automation, and shared capabilities connecting computational and physical experimentation. This senior individual contributor independently drives complex programs across engineering, product management, architecture, applied science, customer environments, and external partners. The role turns evolving objectives into executable plans, resolves technical and organizational dependencies, and leads delivery from initial integration through production readiness and ongoing operation. It shapes how teams execute and provides senior leaders with analysis and recommendations for consequential decisions.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, a related technical discipline, or equivalent practical experience.
  • 10+ years of relevant experience in technical program management, software engineering, systems engineering, or related technical delivery roles, including substantial leadership of complex programs across multiple teams.
  • Demonstrated ability to independently lead critical programs from ambiguous objectives through integrated delivery, production readiness, and customer acceptance.
  • Technical depth to challenge assumptions, understand architecture and interfaces, analyze failure modes, and resolve dependencies with engineering leaders across cloud services, distributed systems, data platforms, or automation systems.
  • Experience managing delivery across geographically distributed teams and organizational and partner boundaries, including resource constraints, technical risks, changing requirements, and recovery from missed commitments.
  • Strong analytical judgment, written communication, executive presentation, and negotiation skills.
  • Ability to identify organizational execution problems and drive improvement through influence without formal authority.

Nice To Haves

  • Experience delivering scientific computing or research data programs in genomics, bioinformatics, computational biology, or pathogens research, including computational workflows, data integration, and reproducible scientific results.
  • Experience delivering laboratory automation or robotics programs, including instrument and software integration, coordination with equipment vendors and customer laboratories, site readiness, workflow recovery, and operational acceptance.
  • Familiarity with cloud security, service operations, and validation of scientific or AI-enabled systems.
  • Experience implementing AI-native engineering or program practices using agents and automated feedback to improve throughput, quality, execution visibility, and organizational effectiveness.

Responsibilities

  • Own integrated planning and execution across scientific computing, laboratory automation, and shared scientific capabilities; translate product priorities and architectural direction into milestones, accountable owners, dependency plans, and measurable outcomes.
  • Forecast engineering capacity, integration costs, equipment dependencies, and funding needs; analyze options and recommend resource and investment decisions based on delivery impact, cost, and expected benefits.
  • Assess changes to scope, priorities, staffing, requirements, and schedules; make tradeoffs explicit, secure decisions from accountable owners, and maintain an agreed delivery plan as needs and technical evidence evolve.
  • Engage with service architecture, scientific workflows, cloud infrastructure, data flows, laboratory integration, and operational constraints; identify decisions and dependencies, convene experts, and drive issues to resolution.
  • Lead planning across software delivery, laboratory and site readiness, equipment availability, vendor integration, customer access, and staffing; advance activities in parallel and clarify sequencing and resource consequences.
  • Establish readiness and acceptance criteria with engineering owners, product managers, scientists, and customer teams; drive integrated validation of interfaces, performance, security, reproducibility, observability, failure recovery, and physical-system requirements.
  • Own program risk analysis and mitigation; diagnose threats to commitments, develop options, drive recovery plans, and escalate decisions with recommendations and impacts on scope, resources, cost, quality, and schedule.
  • Lead integrated delivery across geographically distributed engineering teams, customer laboratories, equipment vendors, and scientific partners; coordinate pilots and production introductions and ensure deployment, support, incident response, and operational ownership are ready.
  • Lead execution reviews and maintain a reliable view of commitments, decisions, capacity, and risk; communicate independently with senior executives and customer technical leaders using accurate evidence and technical understanding.
  • Drive improvements in engineering and program execution with organizational leaders; apply AI agents and automation to planning, dependency analysis, validation, and operational feedback, and eliminate manual reporting that does not improve decisions or outcomes.
  • Measure delivery predictability, integration lead time, quality, customer acceptance, service reliability, and coordination effort; work with service owners to address gaps in customer commitments and operational performance and make future deployments more repeatable.
  • Influence priorities and resolve disagreements across organizational boundaries; mentor program managers and raise technical execution standards while leaving product decisions, architecture, and service delivery accountability with their designated owners.
