About The Position

LMI is seeking a Level III Instructional Designer to develop accessible, effective learning experiences supporting Department of Veterans Affairs (VA) Agile practices and Atlassian Cloud adoption. The role combines learning strategy, curriculum design, digital content development, and performance support to turn complex processes and tools into practical instruction for a diverse federal workforce. The Instructional Designer will create role-based learning paths for leaders, Scrum Masters, Product Owners, delivery teams, and tool administrators. Work includes developing instructor-led materials, self-paced e-learning, hands-on exercises, job aids, assessments, and adoption-hub resources using ADDIE or SAM and tools such as Articulate Storyline and Rise. Content will be prepared for the existing learning management system and validated against accessibility requirements. This is not solely a slide-production role. The designer will identify the performance problem behind training requests, define measurable learning objectives, test content with representative learners, and refine materials using completion data and user feedback. The role requires balancing technical accuracy with adult-learning principles, concise writing, visual clarity, and Section 508 compliance.

Requirements

  • Bachelor's degree in instructional design, education, learning technologies, educational psychology, or a related field.
  • At least 3 years of instructional design, e-learning development, or performance-support experience.
  • Demonstrated use of ADDIE or SAM and Articulate Storyline or Rise.
  • Experience with SCORM packages, LMS course publishing, and training evaluation.
  • Knowledge of Section 508 and WCAG accessibility requirements and accessible content design.
  • Ability to obtain and maintain a favorable Public Trust determination and satisfy applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.
  • Section 508 Trusted Tester certification or an equivalent formal accessibility testing credential.
  • Portfolio or work samples demonstrating both instructor-led design and interactive e-learning or digital performance support.
  • Ability to collaborate with technical SMEs and translate detailed workflows into accurate, concise, accessible learner-facing content.

Nice To Haves

  • Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs.
  • Master's degree in instructional design, education, learning technologies, or a related discipline.
  • Agile, Jira Cloud, Confluence Cloud, or federal enterprise training experience.
  • Experience creating blended learning for large distributed audiences.
  • Experience designing simulation-based software instruction, formative assessments, and post-training performance reinforcement.
  • Additional certifications such as ATD Associate Professional in Talent Development (APTD) or Certified Professional in Talent Development (CPTD).

Responsibilities

  • Conduct needs analysis and translate assessed learner cohorts and job roles into measurable learning objectives.
  • Design role-based courses on Agile practices, Jira Cloud, reporting, and administrative workflows using ADDIE or SAM.
  • Develop instructor guides, presentations, demonstrations, exercises, assessments, e-learning modules, and concise job aids.
  • Author and maintain Articulate Storyline or Rise content and package courses for SCORM-compatible LMS delivery.
  • Coordinate publishing, course metadata, completion tracking, pilot testing, and revisions with LMS and training operations staff.
  • Perform accessibility reviews and coordinate Section 508 and WCAG testing and remediation for self-paced content.
  • Maintain consistent, version-controlled adoption-hub and knowledge-base resources.
  • Create curriculum maps connecting learner role and readiness level to objectives, prerequisites, modality, activities, practice tasks, and knowledge checks.
  • Script accurate Jira Cloud and Agile demonstrations using consistent terminology, realistic workflows, annotated screenshots, and accessible interaction patterns.
  • Build facilitator notes, learner guides, scenario-based exercises, quick-reference cards, and assessment items that reinforce on-the-job application.
  • Conduct editorial, functional, and accessibility quality assurance, and document remediation decisions before course publication and updates.
  • Manage content versions, review cycles, SME approvals, and content ownership so learning materials stay aligned with changing platform configurations.
