About The Position

The Agency for Health Care Administration is Florida's chief health policy and planning entity. The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives. Under the direction of Secretary Shevaun L. Harris, the Agency is focused on advancing Governor DeSantis’ vision for Florida’s health care system to be the most cost-effective, transparent, and high-quality health care system in the nation. This position serves as the Project Management Administrator over the Modernization Project Management Office in the Agency for Health Care Administration. In this role, this position leads a blended team of Agency staff, Agency contract staff in the project management of modernization activities; in all, this position provides leadership to three (3) people, including two (2) direct reports, one (1) staff augmented position. This position reports directly to the FX Director. The person filling this position is expected to supervise employees and lead them toward the successful execution of team and individual objectives. Additionally, the incumbent for this position is expected to exercise sound judgement in the hire, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, and discipline of subordinate employees.

Knowledge of project management tools and platforms used to plan, track, and report on project and portfolio work (e.g. SharePoint, Microsoft Planner, Microsoft Project, Azure DevOps, or similar tools)
Knowledge of Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook)
This position requires that you obtain a Project Management Professional (PMP) Certification within six months of hire.
5 years of experience in Project Management in healthcare/IT projects.
3 years of experience with Agile Project Management.

Responsibilities

Provide consultative services to Agency leadership on modernization project management matters.
Ensure that projects within the modernization PMO portfolio comply with applicable federal and state project performance standards and regulations.
Respond to all monthly status reporting needs including updating project information and coordinating project related responses to inquiries from state and federal sources. Act as the point of contact for project compliance with the Department of Management Services division of Florida Digital Service (FL[DS]).
Maintain operational project schedules across the modernization PMO portfolio for the duration of each project’s implementation, each fiscal year.
Provide leadership and supervision in the operation of the project portfolio process and the PMO governance process. Participate in projects as needed.
Establish, maintain, and continuously improve PMO governance standards, methodologies, and project management tools/templates used across the modernization PMO portfolio. Serve as the primary point of coordination between PMO and any external vendors or contracted resources supporting modernization projects, ensuring vendor deliverables align with project schedules, budgets, and governance requirements.
Obtain and maintain Project Management Professional (PMP) certification. Maintain working knowledge of Florida contract management principles and requirements applicable to modernization PMO projects; Florida Certified Contract Manager (FCCM) certification is not required. Provide leadership and supervision to contracted, OPS, and FTE staff through all phases of a project, from initiation through close-out. These responsibilities involve participation in the development of project budget documents, Legislative Budget Requests (LBRs), required briefing documents, Advanced Planning Documents (APDs), and solicitation documents as it relates to assigned projects. Coordinate with vendors and contract management staff on contract-related activities for assigned projects.
Maintain up-to-date knowledge of project management methodologies, industry-standard PMO governance frameworks, and applicable state project management standards (include Florida Digital Service requirements). Maintain general awareness of the Agency’s Medicaid program context as it relates to projects within the modernization portfolio.
This position has been identified as mission-essential. The incumbent in this position may be required to work during the weekend or on holidays. In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency work may involve the incumbent working in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
