About The Position

The Department of Juvenile Justice is seeking an Operations Consultant to supervise staff in the regional office who provide administrative support services to various detention centers in the assigned region, with a focus on human resources and fiscal functions. This role involves representing the Regional Director in administrative matters, creating and monitoring work assignments for regional office staff and superintendents, and providing mentoring and technical assistance to Superintendents on administrative issues. The consultant will review compliance with established policies and procedures, including annual goals, operating budgets, spending plans, and the use of JJIS, SharePoint, and Tableau. They will also be involved in corrective action plan development for hiring processes, review quarterly reports, and monitor areas such as Hiring, Retention, Food Service, Medical, and Mental Health Services. Additionally, the role includes reviewing and monitoring personnel matters, conducting site visits to detention centers, and serving on departmental workgroups and as a regional representative for inter-branch coordination.

Requirements

  • Knowledge of basic Management principles and practices.
  • Knowledge of detention services policy and procedure.
  • Knowledge of Department, State and Federal policy and procedure relating to operation of a Juvenile Detention Center.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to practice management principles and practices.
  • Ability to develop and implement various program monitoring methodologies and techniques.
  • Ability to provide in-service training on detention center operational methods, facility operating procedures and department policy of procedure.
  • Ability to develop program policy, procedures, manuals, administrative rules and agreements.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to prioritize workload.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to develop various reports.
  • Ability to formulate and monitor standards and operating policies and procedures.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively.
  • Valid driver's license required.
  • Must pass a sex offender check, criminal background checks (state, local, and national), and pre-employment drug screening.
  • Must pass E-Verify (Employment Eligibility).

Nice To Haves

  • 1-5 years of experience supervising staff.
  • 2-5 years of experience working in Human Resources for Secure Juvenile Centers or Adult Correctional Facility.
  • 2 years of experience as an HR Consultant.

Responsibilities

  • Supervise staff in the regional office providing administrative support services to detention centers.
  • Represent the Regional Director in administrative matters and work with Detention Superintendents.
  • Create work assignments for regional office staff and superintendents, and monitor their completion.
  • Provide mentoring and technical assistance to Superintendents on administrative issues.
  • Review compliance with established policies and procedures by Superintendents.
  • Review and forward each center’s quarterly report to the regional Director for approval.
  • Provide feedback to superintendents and advise the regional director of recommended corrective actions.
  • Review reports for centers in areas of Hiring, Retention, Food Service, Medical and Mental Health Services.
  • Monitor the status for corrective actions and make recommendations for contract sanctions or changes.
  • Review and monitor actions related to personnel matters including recruitment, hiring, discipline, grievances, FMLA, FSWP, and Worker’s Comp.
  • Perform site visits to detention centers to review functions, meet with staff, and perform record review and inspections.
  • Serve on various departmental workgroups for special assignments.
  • Serve as the regional representative for coordination with other branches and staff.
  • Represent the Regional Director at various meetings and activities throughout the region.
