About The Position

This position will serve as the Bureau of Monitoring and Quality Improvement North Region Deputy Supervisor; assigned to assess the performance of services provided to the Department youth in provider-operated programs or state-operated facilities. Due to the nature of the work, overnight travel is required. Travel may be with little to no notice at the discretion of management. A valid and active driver's license is required.

Requirements

• Knowledgeable in Department of Juvenile Justice policies and procedures, the continuum of care of services and systems.
• Knowledge of basic management principles, leadership techniques, and ability to supervise employees.
• Knowledgeable and ability to understand and apply rules, regulations, policies, and procedures relating to operational activities.
• Skills include systems analysis, data collection and interpretation, focusing and deciphering complicated subject matter.
• Ability to communicate effectively verbally and in writing.
• Ability to work independently and to plan, organize and coordinate work assignments.
• Ability to assess training needs.
• Understand computer technology and systems applications of Word, Excel, PDF/Adobe, and other functional software programs such as Tableau and Access.
• Ability to travel.
• A valid and active driver's license is required.

Nice To Haves

• Bachelor’s degree from an accredited college or university or four years of professional experience and 2 or more years of supervisory experience.
• Two or more years of experience in detention, prevention, probation, residential, or other human services fields.
• Three or more years of contract monitoring, contract management, and/or contract procurement experience.
• Previous audit or monitoring experience.

Responsibilities

• Serve as a Bureau of Monitoring and Quality Improvement Deputy Regional Supervisor assigned to assess the performance of services provided to the Department youth in provider-operated programs or state-operated facilities.
• Report directly to the Regional Supervisor.
• Supervise employees, spending most of the time communicating with, motivating, training, and evaluating employees, planning, and directing employees’ work.
• May be directly responsible for the hiring, orientation, training, and supervision of staff in the region.
• Assist with developing the regional annual compliance and supplemental monitoring schedule and assigning monitors to conduct reviews.
• Assist with ensuring all applicable juvenile justice programs and services in the applicable Monitoring and Quality Improvement region receive at least one annual compliance review and applicable supplemental review(s).
• Aid and support the Monitoring and Quality Improvement staff.
• Serve as a peer on annual compliance or supplemental programmatic monitoring reviews.
• Update all needed information in the Program Monitoring and Management (PMM) system in the Department’s Juvenile Justice Information System (JJIS), if applicable.
• Assist in providing technical assistance and in the development of an outcome-based corrective action plan (OBCAP), if applicable, and perform verification monitoring site visits to determine compliance with the OBCAP and provide information to the program area, contract manager, and program/provider.
• Report any critical issues noted during annual compliance or supplemental program monitoring reviews to the Regional Monitor Supervisor and aid in the completion of the program alert form.
• Review quarterly Prioritization and Planning Monitoring tool and participate in the development of the annual compliance and supplemental programmatic monitoring review schedule.
• Assist the MQI Statewide Support Team in the annual review and development of standards, guidelines, and monitoring tools.
• Coordinate and/or participate in meetings, committees, training events, workgroups, peer reviews, and task force groups, as requested.
• Coordinate pre-operational and start-up monitoring reviews for new programs and provide information to the program area and contract manager.
• May be requested to assist program area staff with performing incident management reviews and relay the information back to the program area.
• Responsible for reviewing and editing all regional annual compliance reports and supplemental monitoring summaries to ensure their accuracy and timely completion.
• Provide training and consultation to Department staff in monitoring services.
