About The Position

The Human Services Program Specialist with the Pennsylvania Department of Human Services supports quality assurance and oversight for long-term living programs. The role reviews information, analyzes reports, and helps ensure that Home and Community Based Services (HCBS) and related programs comply with federal and state requirements. It contributes to program evaluations and improvements affecting individuals, families, and communities.

The position is full-time, 37.5 hours per week, with work hours of 8:30 AM to 5:00 PM, Monday through Friday, and a 60-minute lunch. Part-time telework of up to three days per week may be available, subject to change. Telework requires a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. Employees who cannot telework may report to the headquarters office in Harrisburg.

Requirements

• One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
• Meet the Pennsylvania residency requirement.
• Be able to perform the essential job functions.

Responsibilities

• Participate in evaluating quality assurance activities for Home and Community Based Services (HCBS), Community HealthChoices, and related programs.
• Review information, analyze data, and provide feedback on reports, submissions, and quality measures.
• Attend meetings with Managed Care Organizations (MCOs), prepare meeting minutes, and distribute summaries to bureau staff.
• Review reports, work with MCOs to clarify information, and validate information for federal submissions.
• Use the Systemic Monitoring Access Retrieval Technology (SMART) system to assess performance and review compliance within the Medicaid Enterprise Monitoring Module (MEMM).
• Contribute to surveys, tools, reviews, and other quality improvement projects in coordination with supervisors and team members.
