About The Position

The Human Services Program Coordinator oversees the Status Neutral Service Navigation Program and serves as the HIV Prevention Planner within the Virginia Department of Health’s Division of Disease Prevention. The role coordinates contracts and services supporting HIV prevention, testing, care, and support, ensuring that activities meet program goals, regulatory requirements, and funding guidelines. The position works primarily on long-range issues under broad parameters established by grants and program objectives, with supervisory involvement generally limited to matters affecting other organizational units or programs or those that are politically sensitive. The coordinator leads Status Neutral Service Navigation team meetings; establishes, monitors, and renews contracts; and supports service delivery across the agency through policy and procedure development, research, grant management, technical guidance, resource coordination, liaison-building, and assessment of the effects of new policies, procedures, and regulations. The position also co-plans the Virginia Community HIV Planning Group, co-leads integrated HIV prevention and care planning and federal submissions, and serves as liaison for joint prevention and care initiatives. It provides technical assistance and training to funded agencies and supports access to prevention and support services, including linkage to care for people diagnosed with HIV. The position manages procurement for HIV-related services, including requests for proposals, memoranda of agreement, and sole-source agreements. Duties include reviewing work plans, budgets, activities, and invoices; conducting program audits; and implementing corrective actions when needed. This is a restricted position funded solely by CDC-RFA-PS-24-0047 for the 2026 year period ending May 31, 2029. Continued employment depends on continued funding availability, which is scheduled for review before the grant expires and periodically thereafter.
