The Human Services Program Coordinator works within the Virginia Department of Health’s Division of Disease Prevention, which is responsible for statewide surveillance, prevention, testing, and treatment of HIV/AIDS, sexually transmitted infections, and viral hepatitis. The position oversees the Status Neutral Service Navigation Program and serves as the HIV Prevention Planner, supporting the delivery of high-quality HIV prevention, testing, care, and support services across the agency and through funded providers. The role coordinates and monitors contracts, leads status-neutral team meetings, provides technical assistance and training to funded agencies, and helps ensure services address social determinants of health and link people diagnosed with HIV to care. It co-plans the Virginia Community HIV Planning Group, co-leads integrated HIV prevention and care planning and federal submissions, and serves as a liaison for joint prevention and care initiatives. The position also manages procurement for HIV-related services, including requests for proposals, memoranda of agreement, and sole-source agreements; reviews work plans, budgets, activities, and invoices; conducts program audits; and implements corrective actions when needed. The position is restricted and funded by CDC-RFA-PS-24-0047 for the 2026 period ending May 31, 2029. Funding availability is scheduled for review before the grant expiration date and periodically thereafter, and continued employment depends on continued funding. The work focuses primarily on long-range issues. Staff operate within broad parameters established by grants and program goals, with supervisory involvement limited to matters affecting other organizational units or programs or that are politically sensitive.
