About The Position

The City and County of Honolulu's Department of Human Resources is seeking a Human Resources Specialist IV to independently perform a full range of assignments related to ensuring compliance with equal opportunity, civil rights, public accommodation, and other applicable laws, rules, and regulations. This role involves planning, developing, coordinating, monitoring, implementing, and evaluating activities to ensure non-discrimination and equal opportunity. The specialist will conduct investigations into complaints of discrimination, civil rights violations, or other misconduct, performing research, conducting fact-finding interviews, reviewing evidence, compiling and analyzing data, preparing investigation reports, and making recommendations. Additionally, the position will provide advice and assistance to management on interpreting laws, rules, regulations, and policies, and develop, evaluate, and conduct training programs on civil rights laws. The role also includes reviewing new or modified federal and state laws, rules, and regulations to assess their impact on City programs and assisting in policy and procedure development.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from an accredited four year college or university with a bachelor's degree, or equivalent work experience (four years of professional work experience, or four years of general work experience in human resources/personnel management may substitute for a bachelor's degree).
  • Two (2) years of progressively responsible professional experience involving ensuring an organization’s compliance with laws, rules and regulations, receiving or identifying problems/complaints, conducting fact-finding inquiries/investigations, searching reference materials and/or researching and drawing conclusions from results of fact-finding and research, preparing detailed written record of work performed and/or preparing detailed and complete written reports.
  • OR three (3) years of progressively responsible professional human resources management work experience demonstrating knowledge of public human resources administration principles, organization and management principles, local and State laws, rules, and regulations, and contractual provisions governing public employment, methods for evaluating and analyzing facts, information, and issues, report and letter writing, research and statistical methods, interviewing principles, occupational information, and Equal Opportunity principles.

Nice To Haves

  • A Master's degree in Human Resources Management, Business Administration, or Public Administration from an accredited college or university may be substituted for up to one (1) year of professional human resources management work experience.

Responsibilities

  • Plan, develop, coordinate, monitor, implement, and evaluate activities ensuring non-discrimination and equal opportunity.
  • Conduct investigations in response to complaints of discrimination, civil rights violations, or other misconduct.
  • Perform research, conduct fact-finding interviews, review evidence relevant to issues being investigated, compile and analyze statistical and other data, prepare reports of investigations and make recommendations based on investigative findings.
  • Provide advice and assistance to management in interpreting laws, rules, regulations, and policies.
  • Develop, evaluate, and conduct and/or coordinate briefings and training programs regarding laws, rules, and policies addressing civil rights.
  • Review new or modified federal laws, rules, and regulations, and State statutes to determine their impact on City programs, policies, procedures, practices, etc.
  • Assist in developing policy and procedures in accordance with applicable federal and State laws, rules, and regulations.
