About The Position

This is technical work in investigating, processing, and mediating employment and housing discrimination complaints and related work in investigating general acts of discrimination and promoting improved community relations. Work requires knowledge of Federal, State, and Local Employment and Housing Laws and the principles, methods, and techniques used in the investigation, administration, and reconciliation of discrimination complaints which is acquired through a combination of education and work experience. Contacts require skills in understanding people and the ability to influence action by others to insure compliance and mediate complaints. Must be sensitive to others but must also be able to maintain neutrality when interacting with respondents and complainants. Work is performed in an office environment and requires some field visits when making investigations. Operates standard office machines such as typewriter, telephone, fax machine, tape recorder, personal computer and copier, and operates an automobile in the performance of duties. Work is performed under limited supervision where the work assignments are subject to established procedures and the worker organizes his/her own work, and the work is reviewed through reports and conferences for the achievement of desired results.

Requirements

  • Five (5) years of education and/or experience in human resource administration, equal employment, fair housing administration, affirmative action or a related field.
  • A valid Class E Driver's License is required prior to appointment and must be maintained.
  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
  • Knowledge of human resource administration principles and practices with emphasis on general employment practices and procedures.
  • Knowledge of local, state and federal Equal Employment Opportunity laws, regulations and guidelines.
  • Knowledge of local, state and federal Fair Housing laws, regulations and guidelines.
  • Knowledge of Jacksonville Human Rights Commission policies, procedures, and regulations.
  • Knowledge of interviewing techniques, counseling techniques, and community resources.
  • Skill in conducting interviews and investigations.
  • Ability to mediate disputes.
  • Ability to establish and maintain effective working relationships.
  • Ability to exercise judgment and to work independently.
  • Ability to communicate effectively.
  • Ability to plan, organize, and participate in community educational programs.
  • Ability to gather, assemble, correlate, and analyze facts and make appropriate recommendations.
  • Ability to make presentations before groups of various sizes and composition.
  • Ability to read, understand, and apply various written documents to include laws, ordinances, regulations and guidelines.

Responsibilities

  • Conducts intake interviews and counseling sessions and makes referrals as appropriate.
  • Conduct investigations and fact-finding conferences.
  • Interviews witnesses, charging party, and respondent.
  • Prepares correspondence, documents, notices, and reports.
  • Conducts seminars on current EEO laws and guidelines.
  • Mediates employment disputes.
  • Manages a case load and case files.
  • Testifies in hearings and legal proceedings.
  • Prepares reports and studies relating to community human relations.
  • Participates in community programs to promote improved communication between citizens, the City Government and the community at large.
  • Reports community areas of progress, new programs of opportunity, grievances and problems.
  • Conducts research and field studies and recommends and implements commission programs and activities to improve community human relations.
  • Demonstrates proficiency in the City of Jacksonville Core Competencies.
  • Performs related work as required.
