About The Position

This is a professional position reporting to the Community Mental Health of Ottawa County (CMHOC) Chief Operating Officer. The Human Resources Manager provides strategic and operational leadership for all human resources functions within Community Mental Health of Ottawa County (CMHOC). This role supports organizational goals by overseeing talent acquisition, employee relations, workforce planning, compliance, performance management, labor and employment policies, and staff development. The HR Manager ensures HR practices align with CMHOC’s mission to deliver high-quality, person-centered behavioral health services. The position works closely with the Leadership Team to develop HR strategies that support a positive, equitable, and compliant workplace culture. Please note: Ottawa County Community Mental Health is currently transitioning to an independent authority. This position will be a part of the Ottawa County Community Mental Health Authority. This is a full-time, benefitted position working out the the CMH offices located at 12265 James St, Holland, MI 49424. Typical work hours are Monday-Friday, 8:00 am - 5:00 pm.

Requirements

  • Master’s degree in Human Resources, Public Administration, Business Administration, or a related field is strongly preferred, combined with five (5) years of progressively responsible experience in public sector human resources administration, including at least three (3) years of experience in labor relations and two (2) years of experience in supervision; or an equivalent combination of education and experience.
  • Knowledge of human resources best practices, public-sector HR operations, and employment law.
  • Strong interpersonal, mediation, and communication skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Skill in guiding supervisors through employee relations matters.
  • Ability to manage multiple priorities in a fast-paced behavioral health environment.
  • Familiarity with county-based HR systems, behavioral health workforce needs, and accreditation standards (CARF experience preferred).

  • Lived experience with mental illness, developmental disabilities or substance use disorders are valued.
  • CARF experience preferred

Responsibilities

  • Determine staffing needs and workforce planning
  • Manage hiring processes including job postings, interviewing, support, credentialing, compliance and onboarding.
  • Ensures new employee orientation reflects CMHOC values, compliance requirements, and organizational priorities.
  • Serve as a primary resource for employees and supervisors regarding HR policies, conflict resolution, and workplace concerns.
  • Guide supervisors on corrective action, performance improvement plans, and documentation best practices.
  • Promote a positive, inclusive workplace culture and support staff well-being initiatives.
  • Maintain and update HR policies in alignment with federal and state employment laws, CMHOC requirements, and county policies.
  • Develop policy and ensure adherence to regulatory standards including labor law, HIPAA (as applicable to employment records), and internal CMHOC directives.
  • Assist with audits, accreditation preparation, and compliance monitoring.
  • Coordinate performance review processes and support supervisors in goal setting and employee development.
  • Coordinate professional development programs.
  • Support succession planning and workforce development initiatives.
  • Oversee compensation structures, annual pay adjustments, and classification reviews in partnership with Leadership and county HR as applicable.
  • Manage employee benefits coordination, open enrollment, and employee support.
  • Maintain accurate HRIS records, personnel files, and required documentation.
