About The Position

Responsible for providing support for Human Resources and employees with emphasis in the areas of employee benefit administration, onboarding/offboarding, employee relations, policies and procedures, and other areas as required.

Requirements

  • Bachelor's degree in human resource management or related field, and three to five years of related employee benefits administration experience.
  • Minimum of five (5) years of HR Generalist experience.
  • Obtain and maintain Human Resources professional certification by an accredited organization (aPHR, PHR, SPHR, SPHR-CM, SHRM-CP, SHRM-SCP) within eighteen (18) months of hire date.
  • Knowledge of principles and practices of human resource management.
  • Ability to discreetly and/or diplomatically work with employees, supervisors, vendors, etc.
  • Ability to maintain valid Arkansas driver’s license.
  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint; experience with HRIS and benefits databases.
  • Proven ability to work effectively in a team environment with associates.
  • Effective planning and priority setting.
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and a thorough knowledge of employee benefit insurance plan designs.
  • Ability to understand, evaluate and make judgment on requests for proposals (RFPs).
  • Ability to interpret and implement benefits contract language.
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, and Medicare requirements.
  • Excellent communication and organization skills.

Responsibilities

  • Administers employee and retiree benefit programs, including wellness programs.
  • Analyzes current benefits by evaluating utilization, services, coverage, effectiveness, costs, plan experience, and competitive trends, and makes recommendations for leadership consideration.
  • Manages the annual employee benefits renewal process, open enrollment, and benefits-related town hall meetings.
  • Administers and maintains the PlanSource benefits platform, including, but not limited to, annual open enrollment, new hire document processing, terminations, monthly billing changes, and monthly benefit invoice reconciliations.
  • Administers and maintains the ActiveCare Wellness platform.
  • Serves as the primary contact for COBRA and APERS administration.
  • Coordinates benefits processing, including enrollments, COBRA administration, terminations, benefit changes, beneficiary updates, disability claims, accident and death claims, rollovers, distributions, loans, and compliance testing.
  • Gathers employee data and oversees the processing of monthly billings and payment requests for all employee benefit plans.
  • Collaborates with Payroll to ensure employer contributions and payroll deductions are processed accurately and timely.
  • Responds to employment verifications and processes mandatory payroll deductions.
  • Ensures compliance with applicable government regulations and the timely and accurate completion of required reporting and fee submissions.
  • Oversees and administers leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short- and long-term disability plans.
  • Participates in new employee onboarding by providing an overview of employee benefits and enrollment instructions.
  • Prepares and distributes new employee benefits packets.
  • Processes terminations and meets with exiting employees to ensure a smooth transition, including providing benefit vendor contact information, forms, and other related resources.
  • Communicates with employees, retirees, and commissioners; resolves benefit-related issues; and collaborates with other departments and external vendors.
  • Evaluates and revises internal processes to reduce costs and improve efficiency.
  • Documents and maintains administrative procedures for assigned benefits processes.
  • Completes reports as required.
  • Ensures recordkeeping requirements are maintained.
  • Administers exit interviews.
  • Assists supervisor as directed.
  • Follows established work procedures and practices.
  • Follows safety practices and guidelines.
  • Performs other essential duties as assigned.
  • Provides interpretation and clarification upon request.
  • Maintains open-door policy to encourage effective communications for HR guidance and/or assistance.
