About The Position

The contractor shall provide Human Resource (HR) specialist support services to perform analytical and technical services to the NSWCPD HR Division. Typical areas requiring support include: Labor & Employee Relations, Staffing, Classification, Student Outreach and Recruitment, Workforce Development, Human Resource and Information Systems (HRIS). The contractor shall support the NSWCPD HR office by reviewing and providing recommendations resubject to approval by the Government on regulations, policies, and practices under Title 5, United States Code, and other statutes and legal authorities as applicable to provide informational support to officials, supervisors, and employees as they relate to the HR management principles. The contractor shall perform a variety of human resources support services to include examining human resources laws, policies, rules, and procedures, and providing informational support to employees, supervisors, and managers. The contractor shall research required human resources topics, compile supporting data to document methodology, and provide guidance to managers. The contractor shall support different programs in the HR Division. This includes drafting local instructions, creating standard operating procedures, training managers and employees, tracking data, providing metrics, developing briefs, and keeping HR supervisors apprised of program progress. The contractor shall support process improvement teams and special projects. The Contractor shall provide technical support and develop, prepare and maintain program reports for use in supporting the various programs and projects. The contractor shall gather, maintain and file official records related to the various programs in accordance with NSWCPD records management policy and practices. The contractor shall provide monthly status reports (A001). The contractor shall provide support such as documenting processes, initiating and assisting in the facilitation of meetings, capturing metrics, recordkeeping, reporting, and coordination across various organizations including those external to NSWCPD and updating systems. The contractor shall scan, copy, gather, summarize, review, analyze documents, and develop forms and correspondence. The contractor shall receive and gather supply requests and assist in coordinating the request to acquisition POC for processing. The contractor shall provide technical support of the audio visual and communication capability as needed to support the various programs. The contractor shall provide recommendations and information to employees and supervisors regarding various programs in each branch in accordance with prescribed regulations and local instructions. The contractor shall be required to utilize various systems for data entry and report generation, to include but not limited to, ECOMP, Automated Query Systems (AQS), Automated Claimant System (ACS), Defense Civilian Personnel Data System (DCPDS), Total Workforce Management System (TWMS), Navy-Enterprise Repository Program (N-ERP), Defense Civilian Pay System (DCPS) , USA Staffing, USA Jobs, On-Boarding Manager, Electronic-Director, Acquisition Career Management (e-DACM), Joint Personnel Adjudication System (JPAS), HRLink, Enterprise Data Warehouse (EDW), Total Force Manpower Management System (TFMMS), Electronic-Director, and Employee Verification System (E-Verify), as well as various internal HR tools.

Requirements
