About The Position

The Southwestern Veterans' Center is looking for a Human Resource Analyst 2 who is passionate about empowering employees and helping organizations learn, grow, and thrive. This position supports employees and maintains strong labor-management relationships. The role addresses workplace concerns, guides disciplinary processes, and assists supervisors with key human resources (HR) tasks, ensuring fairness, consistency, and positive communication throughout the center. This position supports employee relations at the Southwestern Veterans' Center by coordinating labor activities, reviewing workplace issues, and guiding supervisors through HR procedures. The role focuses on providing equitable employee relations guidance, ensuring sound and consistent policy administration, and maintaining productive relationships with staff and union representatives.

Requirements

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions
  • Satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance (required after conditional offer of employment)
  • Provide complete and accurate information on the application and in response to supplemental questions

Responsibilities

  • Supervise timekeeping staff, review procedures, and ensure accurate leave adjustments
  • Review incidents, guide supervisors, conduct investigations, and assist with pre-disciplinary conference processes
  • Research issues, prepare responses, and support consistent resolution based on policy and contract language
  • Facilitate labor-management meetings, coordinate presentations, and maintain communication with union representatives
  • Assist supervisors with employee performance reviews, performance improvement plans, and improvement strategies
  • Explain contract language, respond to inquiries, and support consistent policy application
