About The Position

This role shapes timekeeping processes, leads improvements to major systems, and collaborates with a variety of other HR professionals. This position leads and participates in development and implementation work for an organization that manages consolidated timekeeping functions across all state agencies. It also performs functional and technical time and attendance duties in addition to supervising the centralized time unit.

Requirements

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or An equivalent combination of experience and training.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.

Responsibilities

  • Interpret, explain, and apply complex rules, collective bargaining agreements, and the impact of initiatives and changes for time and attendance functions
  • Support, research, and analyze agency time services, absence administration, and labor distribution
  • Provide analysis and feedback to Office of Administration staff and agency HR directors to gain consensus, coordinate plans, and support implementation
  • Investigate time related problems and coordinate solutions with technical and HR partners
  • Prepare, recommend, and deliver training to central and field timekeepers, users, supervisors, and employees
  • Verify system performance, identify opportunities for system enhancements and additional specific training needs, and provide follow up and coordination support
