About The Position

The Housing Stability Manager is a dynamic, collaborative, and purpose-driven leader with a focus on Senior Services, Disability Services, and Housing Stabilization. This role reports to the Vice President of Resident Services. This is a hybrid position, with newly hired employees eligible to work remotely two days a week after successfully completing a 6-month probation period. The manager will provide overall leadership, management, and strategic direction to staff within the Community Engagement team, overseeing day-to-day operations and supervising a team including a Senior Services Supervisor, Disabilities Coordinator, Customer Resource Specialists, and Housing Stabilization Specialists. Key responsibilities include co-developing program guidelines, coaching and mentoring staff, representing HOC at meetings and events, developing and implementing strategies for engaging older adults, identifying resources for seniors, overseeing the Senior Nutrition Program contract, maintaining a Resident Services presence at Customer Resource Centers, managing efforts to promote Resident Services' offerings, facilitating resource information sessions and workshops, overseeing the Housing Stabilization contract, developing and monitoring performance metrics, overseeing data collection and analysis, ensuring grant compliance, and managing operating budgets.

Requirements

  • At least ten (10) years of substantial and demonstrable experience in the field of Social Work, Social Services, Human Services, or a related field.
  • At least five (5) years in a supervisory or leadership role.
  • Master’s degree in Social Work, Human Services, Psychology, Sociology or a related field.
  • Strong organizational leadership skills.
  • Excellent interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership.
  • Exceptional oral communication skills including comfort with speaking publicly in a variety of settings and ability to articulate complex ideas clearly and persuasively.
  • Effective written communication skills including experience with preparing reports, briefings, and other written content.
  • Ability to work independently, meet deadlines and exercise good judgment.
  • Knowledge of program development, implementation and evaluation.
  • Exceptional leadership skills with the ability to coach and guide staff.
  • Considerable knowledge of Social Work/Social Service practices and programs.
  • Knowledge of subsidized housing programs.
  • Advanced knowledge of Microsoft Excel, Word, and PowerPoint.
  • An equivalent combination of education and experience may be accepted.

Responsibilities

  • Provide overall leadership, management and strategic direction to staff within the Community Engagement team; oversee the day-to-day operations of the unit; directly supervise: one (1) Senior Services Supervisor, one (1) Disabilities Coordinator, four (4) Customer Resource Specialists, and (5) Housing Stabilization Specialists.
  • Co-develop program guidelines, procedures, and policies for staff.
  • Coach and mentor team members to grow their skills ensuring employees receive ongoing training.
  • Represent HOC at meetings, events and partner engagements.
  • Develop and implement a comprehensive strategy for engaging older adults including programs, events, and services.
  • Identify partnerships, resources, and services for older adults in the areas of health, general social services, nutrition, socialization transportation, etc.
  • Oversight the Senior Nutrition Program contract including services and reporting.
  • Maintain a dedicated Resident Services presence at HOC’s Customer Resource Centers.
  • Manage efforts to ensure widespread knowledge of Resident Services’ offerings.
  • Facilitate scheduling of monthly Montgomery County Resource Information Sessions and Housing Fundamentals workshops.
  • Oversee the Housing Stabilization contract including services and reporting.
  • Develop, monitor, and report key performance metrics and program outcomes to assess the value and impact of services delivered.
  • Oversee data collection, analysis, and processes for continuous improvements.
  • Ensure programs meet grant standards where applicable.
  • Manage the affiliated operating budgets for all programs and services.
  • Performance of other duties as assigned.
