About The Position

This is a responsible and independent position under the supervision of the Public Health Preparedness Program CEMP Coordinator at the Florida Department of Health in Miami-Dade County. The incumbent coordinates, plans, and supports the operational readiness of the Special Needs Shelter (SpNS) Program to ensure preparedness for disasters and public health emergencies. The position supports planning, training, exercises, and operational coordination with county partners, including the Department of Emergency Management, healthcare partners, and community stakeholders. The incumbent works closely with the Public Health Preparedness Program Manager/Planner to review, revise, update, and maintain the Special Needs Shelter Plan, operational guidelines, and standard operating procedures (SOPs) in alignment with county and state emergency management requirements. Coordinate with the Regional Registered Nurse Specialist to develop and deliver annual general and position-specific training for DOH-Miami-Dade staff supporting Special Needs Shelter operations. Serve as the primary point of contact for Special Needs Shelter program coordination within DOH-Miami-Dade. Provide technical guidance and operational support to DOH staff assigned to Special Needs Shelter activities. Support preparedness initiatives that enhance the readiness of the Special Needs Shelter program and the Public Health Preparedness Program. It is a responsibility of the incumbent to maintain and manage staffing rosters for personnel assigned to Special Needs Shelter operations, ensuring staff availability, credential verification, and readiness for emergency activation. The incumbent will be responsible to track, maintain, and coordinate the inventory of Special Needs Shelter equipment and supplies housed within the Public Health Preparedness Program warehouse. Ensure equipment readiness for pre-deployment and post-activation operations. Coordinate with the Department of Emergency Management (DEM) to conduct annual walkthroughs of designated Special Needs Shelter facilities. Support the Emergency and Evacuation Assistance Program (EEAP) registry call-down activities Assist in operational planning for shelter activation and evacuation support. Participate in monthly meetings of the Miami Dade County Healthcare Preparedness Coalition (MDCHPC) and support collaborative preparedness initiatives. Conduct outreach and education activities related to Special Needs Shelter operations and public health preparedness Promote preparedness and resilience among community partners and healthcare stakeholders. Attend relevant trainings, workshops, and conferences The incumbent will be part of an ongoing programmatic cross-training within the Public Health Preparedness Program to support HSEEP-compliant exercise planning and evaluation, Cities Readiness Initiative (CRI) activities and participate in internal workgroups and preparedness committees. Conduct orientation sessions for new staff supporting preparedness operations. Participate in community partner meetings, health fairs, trainings, and exercises as a representative of the Public Health Preparedness Program. Prepare after-action reports, improvement plans, progress reports, and annual reports related to Special Needs Shelter activities. The incumbent will serve as the Subject Matter Expert (SME) for Special Needs Shelter operations during disasters or public health emergencies including Providing operational guidance during Special Needs Shelter activation, Serving as liaison between Special Needs Shelter operations, ESF-8, and the DOH Incident Management Team. Supporting response operations during extended activations, including work beyond normal business hours as required Perform other related duties as assigned in support of Public Health Preparedness Program objectives.

Requirements

  • Knowledge of working with special and/or functional needs individuals
  • Bilingual: English and Spanish.
  • Ability to develop and deliver presentations for multiple audiences.
  • Knowledge of commonly used office word processing, spreadsheet, and presentation software as well as general computer literacy.
  • Knowledge of the methods of data collection and analysis, including Power BI to maintain rosters.
  • Knowledge of basic emergency management principles and practices.
  • Ability to effectively communicate with internal and external stakeholders to understand needs and convey progress and results.
  • Ability to communicate effectively in writing, by phone, email, and in person.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
